STATE ACCOUNTANT: INTERNAL CONTROL (PRE -AUDIT) (X2 POSTS)

Job Overview

The Department of Sport, Recreation, Arts and Culture has vacancies for two State Accountants in Internal Control (Pre-Audit). The roles are based in Nelson Mandela (Gqeberha) and BCM District (KU Gompo City) with a salary range of R338 106 – R398 277 per annum (Level 07). Requirements include a National Diploma or B Degree in Accounting, Financial Management, or Internal Audit, paired with 1 to 2 years of public sector expenditure management experience. Knowledge of financial systems like LOGIS, PERSAL, and BAS, alongside public sector legislation such as the PFMA and Treasury Regulations, is essential.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF Level 6) or B Degree (NQF level 7) in Accounting, Cost & Management Accounting, Financial Management, or Internal Audit
• At least 1 to 2 years’ experience within the public sector expenditure management field and payment of employee benefits
• Knowledge of financial systems including LOGIS, PERSAL, and BAS
• Ability to interpret NERF and Standard Chart of Accounts (SCoA)
• Knowledge of Public Service Regulations, Legislations, policies, prescripts, and procedures
• Knowledge of Treasury Regulations, Division of Revenue Act (DORA), PFMA, Appropriation Act, and PPPFA
• Computer literacy specializing in Advanced Excel and PowerPoint Presentation
• Valid driving licence (Code 8)

Key Duties & Responsibilities

• Provide and render internal control services
• Ensure compliance with statutory and regulatory requirements governing procurement and expenditure
• Monitor compliance with government prescripts, policies, and procedures
• Perform administrative duties for the unit
• Provide support in the implementation of effective financial management and internal control measures within the department
• Ensure proper filing and safekeeping of financial records
• Perform reconciliations where required and compile weekly and monthly reports
• Liaise with relevant stakeholders to facilitate timely investigations, corrections, and resolutions of identified control weaknesses and audit findings
