STATE ACCOUNTANT: BUDGET PLANNING

Job Overview

A State Accountant: Budget Planning position is available in OR Tambo District under reference DSRAC 09/09/2026 with a salary range of R338 106 – R398 277 per annum. Candidates must possess a National Diploma or B Degree in Accounting, Financial Management, or related fields, alongside 1 to 2 years of public sector expenditure experience. Key duties involve monitoring expenditure patterns, budget preparation, financial system usage (LOGIS, PERSAL, BAS), and ensuring compliance with the PFMA and Treasury Regulations.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF level 6) or B. Degree (NQF level 7) in Accounting, Cost & Management Accounting, Financial Management, or Internal Audit
• At least 1 to 2 years’ experience within the public sector expenditure management field and payment of employee benefits
• Knowledge of financial systems (LOGIS, PERSAL and BAS)
• Ability to interpret NERF and Standard Chart of Accounts (SCoA)
• Knowledge of Public Service Regulations, Legislations, policies, prescripts, and procedures
• Knowledge of Treasury Regulations, Division of Revenue Act (DORA), PFMA, and Appropriation Act
• Knowledge of Preferential Procurement Policy Framework Act (PPPFA) and Financial Regulations
• Computer literacy with specialization in Advanced Excel and PowerPoint
• A valid driving licence (Code 8)

Key Duties & Responsibilities

• Monitor the Implementation of expenditure patterns of the department
• Prepare expenditure report documents as per responsibility codes of the programmes
• Identify misallocations of funds
• Facilitate loading and capturing of budget on the system
• Collection of inputs from programs for budget in line with the operational plans
• Preparation of final balancing of budget for each following financial year
• Facilitate submission of budget database from the programs
• Facilitate consolidation of operational budget
• Guide and assist programmes on budget utilization
• Facilitate logistical arrangements for the workshops and take minutes
• Facilitate implementation of virements
• Receive and check availability of funds in budget proposals
• Check, maintain, and forward commitment registers to relevant programmes
