STATE ACCOUNTANT: GENERAL PAYMENTS

Job Overview

A State Accountant: General Payments position is available at Head Office in Qonce with a salary range of R338 106 – R398 277 per annum (Level 07). Applicants must possess a National Senior Certificate plus a National Diploma or B. Degree in Financial Accounting, Cost and Management Accounting, Financial Management, or Internal Audit, along with 1-2 years of public sector expenditure management experience. Key competencies include knowledge of LOGIS and BAS, PFMA, Treasury Regulations, Advanced Excel, and a valid Code 8 driving licence. Responsibilities encompass financial administration, transaction processing, payment verification, reconciliations, and compilation of accruals and payables reports.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF Level 6) or B. Degree (NQF level 7) in Financial Accounting, Cost and Management Accounting, Financial Management, or Internal Audit
• At least 1 to 2 years of experience within the public sector expenditure management field
• Knowledge of financial systems (LOGIS and BAS)
• Knowledge of Public Service Regulations, Legislations, policies, prescripts, and procedures
• Knowledge of Treasury Regulations and understanding of the Public Finance Management Act (PFMA)
• Knowledge of Batho Pele principles
• Computer literacy specializing in Advanced Excel and PowerPoint Presentation
• Good communication and report writing skills
• Sound organisational skills
• People management skills
• Customer / client-oriented approach and ability to work under pressure and independently
• Valid driving licence (Code 8)

Key Duties & Responsibilities

• Render financial administration and process and verify general payment transactions accurately and within prescribed timeframes
• Ensure all payment requests are supported by valid documentation and approved in accordance with delegated authority
• Capture, review, and authorize payment transactions on applicable financial management systems
• Monitor payment batches to ensure timely settlement of supplier invoices and other financial obligations
• Render authorization of electronic and manual transactions for transfers and creditors payments
• Verify captured payment details and render quality assurance of payments
• Facilitate and solve payments queries on time and facilitate payment of supplier bank rejections
• Monitor adherence to internal controls and ensure compliance with payment documents
• Facilitate authenticity and authorization for transfer payments to Public Entities and institutions
• Facilitate confirmation for receipt of funds transferred by different institutions and public entities
• Compile register of transfers monthly and quarterly submit for disclosure in Interim/Annual financial statements
• Facilitate reconciliation of transfers to budget for In Year Monitoring and ensure correct information disclosure
• Compile, verify, analyze, reconcile, and consolidate accruals and payables reports monthly
• Present accruals and payables reports in In-Year-Monitoring meetings and ensure accurate disclosure for financial statements
