STATE ACCOUNTANT: CASH & REVENUE MANAGEMENT

Job Overview

The Department seeks a State Accountant for Cash & Revenue Management based at Head Office in Qonce. The role offers a salary of R338 106 to R398 277 per annum (Level 07). Applicants must hold an NQF Level 6/7 qualification in Accounting, Financial Management, or related fields, alongside 1 to 2 years of public sector experience. Key duties include managing revenue collection, cash flow, and reconciliations in compliance with the PFMA and Treasury Regulations.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF Level 6) or B. Degree (NQF Level 7) in Accounting, Cost & Management Accounting, Financial Management, or Internal Audit
• At least 1 to 2 years' experience within the public sector expenditure management field and payment of employee benefits
• Knowledge of financial systems including LOGIS, PERSAL, and BAS
• Ability to interpret NERF and Standard Chart of Accounts (SCoA)
• Knowledge of Public Service Regulations, Legislations, policies, prescripts, and procedures
• Knowledge of Treasury Regulations and Division of Revenue Act (DORA)
• Understanding of the Public Finance Management Act (PFMA) and Appropriation Act
• Knowledge of Preferential Procurement Policy Framework Act (PPPFA) and Financial Regulations
• Knowledge of Batho Pele principles
• Computer literacy specializing in Advanced EXCEL and PowerPoint Presentation
• Good communication and report writing skills
• Sound organisational skills
• People management skills
• A valid driving licence (Code 8)

Key Duties & Responsibilities

• Ensure collection and deposit of revenue
• Receive and account for all revenue collected by the department
• Verify accuracy and completeness of revenue collection documentation
• Ensure revenue is deposited into the relevant bank account within prescribed timeframes
• Capture and record revenue transactions on relevant financial management systems
• Monitor outstanding revenue and follow up on unpaid amounts
• Ensure compliance with PFMA, Treasury Regulations, and departmental policies
• Maintain proper records and support documentation for all revenue transactions
• Monitor revenue trends and analyze revenue generated from various sources
• Render cash flow management, monitor daily cash balances, and prepare cash flow forecasts
• Perform daily, weekly, and monthly cash reconciliations
• Reconcile bank statements with departmental financial records and resolve discrepancies
• Assist with internal and external audit requests relating to cash and revenue transactions
