DEPUTY DIRECTOR: INSTITUTIONAL IMPROVEMENT (INFRASTRUCTURE PROGRAMME DELIVERY)

Job Overview

The Mpumalanga Department of Health is hiring a Deputy Director: Institutional Improvement (Infrastructure Programme Delivery) based at the Provincial Office in Mbombela (Nelspruit) with an all-inclusive salary package of R932 292 per annum (Level 11). Candidates require an NQF Level 7 qualification in Health Sciences, Public Administration, Public Management, Commerce, or Personnel Management, alongside three years of management experience at Assistant Director level. Key responsibilities include analyzing health facility requirements, validating norms and standards, aligning projects with the National Health Insurance rollout, assisting with business cases, and providing guidance to the built environment team.

Requirements & Qualifications

• Senior Certificate / Grade 12
• Undergraduate qualification (NQF Level 7) in Health Sciences, Public Administration, Public Management, Commerce, or Personnel Management as recognized by SAQA
• Minimum of three (3) years of relevant experience at management level at an Assistant Director (Level 9/10) or equivalent position
• Experience of the health system, standards, management practices, information systems, organisation development, and change management
• A valid driver's licence
• Computer literacy
• Knowledge of PFMA, DORA, Treasury Regulations, Practice Notes, Instructions, and Circulars
• Knowledge of Public Service Act of 1994 and Regulations of 2001
• Knowledge of Labour Relations Act of 1995 and Resolutions of Public Sector Bargaining Councils
• Knowledge of Human Resources Development and Skills Development Frameworks of Government
• Knowledge of Government Immovable Asset Management Act of 2007
• Knowledge of Promotion of Access to Information Act of 2000 and Promotion of Administrative Justice Act of 2000
• Knowledge of Health Act and Regulations

Key Duties & Responsibilities

• Undertake a detailed analysis of health facility requirements for each Project Strategic Brief based on the clinical brief
• Validate requirements against national and provincial functional and technical norms and standards
• Interact extensively with Chief Executive Officers of Hospitals and Service Planning Senior Managers to align health facility requirements with Service Plans before procurement commences
• Interact extensively with the Deputy Director Health Technology Projects to align needs for health technology equipment with capex and maintenance project planning
• Document requirements defined for the preparation of Project Strategic Briefs
• Interact with relevant professionals in the Chief Directorate to obtain data, information, and inputs required for Project Brief preparation
• Package information to promote the seamless development of Project Strategic Briefs
• Identify key issues to be reviewed in terms of Business Cases for capex and maintenance projects
• Assist Health Facilities to develop and apply prioritisation models aligned with PFMA requirements and Facility Service Plans
• Validate that all projects align with Departmental Service Plans and the National Health Insurance System rollout
• Undertake detailed analysis of key issues and validate design requirements from a health perspective to enforce seamless flow and improved service delivery
• Make recommendations on how each issue can be addressed in business cases and assist facilities in preparing them
• Participate in provincial peer reviews implemented by the National Department of Health
• Assist Health Facilities to review recommendations and amend business plans
• Develop appropriate training material, norms, and standards to capacitate managers at Health Facilities to prepare business cases
• Present training courses and work with Hospital Managers in preparing business cases as part of the training programme
• Prepare tools from a health perspective to inform prioritisation models and business case assessments
• Provide the built environment team with required guidance and information during project design to enforce health-specific requirements
