DEPUTY DIRECTOR: HEALTH FACILITY PLANNER (INFRASTRUCTURE PLANNING

Job Overview

The Mpumalanga Department of Health is hiring a Deputy Director: Health Facility Planner for Infrastructure Planning based at the Provincial Office in Mbombela (Nelspruit). The role requires an NQF Level 7 qualification in Health Sciences, active health professional registration, and at least three years of management experience at Assistant Director level. Responsibilities include analyzing health facility requirements, aligning projects with service plans and the National Health Insurance system, validating design requirements, assisting with business cases, and developing training materials for facility managers.

Requirements & Qualifications

• Senior Certificate / Grade 12
• Undergraduate qualification (NQF Level 7) in Health Sciences as recognized by SAQA
• Current registration as a Health Professional (2026)
• A minimum of three (3) years relevant experience at management level at an Assistant Director (Level 9/10) or equivalent position
• Knowledge of National Building Standards Act of 1977 and Regulations
• Knowledge of Occupational Health and Safety Act of 1993 and Regulations
• Knowledge of Government Immovable Asset Management Act of 2007
• Knowledge of Health Act and Regulations, Act 61 of 2003
• Knowledge of PFMA, DORA, Treasury Regulations, Practice Notes, Instructions, and Circulars
• Knowledge of Provincial/Departmental Supply Chain Management Policies
• Knowledge of Promotion of Access to Information Act of 2000 and Promotion of Administrative Justice Act of 2000
• Knowledge of Intergovernmental Fiscal Relations Act of 1997 and Intergovernmental Framework Act of 2005
• Knowledge of Construction Industry Development Board Act of 2000 and Regulations

Key Duties & Responsibilities

• Undertake a detailed analysis of the health facility requirements for each Project Strategic Brief based on the clinical brief
• Validate requirements against national and provincial functional and technical norms and standards
• Interact extensively with Chief Executive Officers of Hospitals and Service Planning Senior Managers to align health facility requirements with Service Plans
• Interact with Deputy Director Health Technology Projects to align health technology equipment needs with capex and maintenance planning
• Document requirements defined for the preparation of Project Strategic Briefs
• Identify key issues to be reviewed in terms of Business Cases for capex and maintenance projects
• Assist Health Facilities to develop and apply prioritisation models aligned with PFMA and Service Plans
• Validate that all projects are aligned to Departmental Service Plans and the roll out of the National Health Insurance System
• Validate design requirements from a health perspective to enforce seamless flow and improved service delivery
• Assist Health Facilities to prepare, review, and amend business cases and business plans
• Develop appropriate training material, norms, and standards to capacitate managers at Health Facilities
• Provide the built environment team with required guidance and information during project design
