MECHANICAL ENGINEER (PRODUCTION) GRADE A: INFRASTRUCTURE PLANNING

Job Overview

The Department of Health is seeking a Mechanical Engineer (Production) Grade A for Infrastructure Planning based at the Provincial Office in Mbombela (Nelspruit). The role requires an NQF Level 7 in Engineering, at least 3 years of post-qualification experience, and current registration with ECSA as a Professional Engineer. Key responsibilities include providing technical norms and standards for health facilities, monitoring infrastructure projects, conducting feasibility studies, and offering engineering advice. Salary ranges from R914 517 to R975 582 per annum.

Requirements & Qualifications

• Senior Certificate / Grade 12
• NQF Level 7 qualification in Engineering as recognized by SAQA
• A minimum of three (3) years post qualification experience
• Current registration with Engineering Council of South Africa (ECSA) as a Professional Mechanical Engineer
• A valid driver's licence
• Computer literacy
• Knowledge of PFMA, Treasury Regulations, Practice Notes, Instructions, and Circulars
• Knowledge of Provincial / Departmental Supply Chain Management Policies
• Knowledge of National Building Standards Act of 1977 and Regulations
• Knowledge of Occupational Health and Safety Act of 1993 and Regulations
• Knowledge of Government Immovable Asset Management Act of 2007
• Knowledge of Health Act and Regulations
• Knowledge of Engineering Profession Act of 2000

Key Duties & Responsibilities

• Provide inputs to technical and functional norms and standards from an engineering perspective for Provincial Health Facilities Guidelines
• Monitor that infrastructure projects implemented by Implementing Agents comply with approved engineering functional and technical norms and standards
• Monitor that planning and design completed through insourced engineering services comply with sound engineering principles and standards
• Update functional and technical norms and standards based on learnings from Post Project and Post Occupancy Evaluation (POE) exercises
• Maintain mechanical engineering norms and standards
• Prepare reports on the advisability, desirability, impact, and legality of proposals for innovative service delivery mechanisms
• Undertake feasibility studies and prepare reports detailing service, financial, and infrastructure impact, constraints, alternatives, and attainability
• Develop cost-effective solutions according to standards
• Prepare reports on mechanical engineering investigations and effectiveness of corrective measures
• Determine mechanical engineering proposals and design work for solutions
• Provide mechanical engineering professional and technical advice, reports, calculations, specifications, and drawings
