STATE ACCOUNTANT

Job Overview

The Gauteng Department seeks a State Accountant based in Johannesburg (Head Office) with a salary of R338 106 per annum plus benefits. Requirements include a National Diploma or Degree in Finance, Cost and Management Accounting, or B Comm Accounting, alongside 1-2 years of relevant financial administration and auditing experience. Responsibilities involve facilitating management accounting services, preparing MTEF budgets, compiling expenditure reports, managing cash flows, and utilizing systems such as BAS and SAP in compliance with the PFMA and Treasury Regulations.

Requirements & Qualifications

• Grade 12 certificate
• National Diploma (NQF level 6) or Degree (NQF level 7) in Finance, Cost and Management Accounting, B Comm Accounting, or an equivalent qualification recognized by SAQA
• 1-2 years of appropriate or relevant experience in a financial administration and auditing environment
• A valid driver's license
• Knowledge of GPG and Departmental policies and procedures
• Knowledge of Public Service Regulatory Framework, reporting procedures, Division of Revenue Act, PFMA, Treasury Regulations, BAS, SAP, and other information management systems
• Knowledge of the public service budget process and customer service
• Good verbal and written communication skills
• Interpersonal and technical skills

Key Duties & Responsibilities

• Facilitate the provision of management accounting services
• Collate financial supporting information for planning purposes
• Prepare and capture budget information and populate standard/routine reporting documents
• Collate financial supporting documents required for strategic and annual performance planning processes
• Collate relevant financial information required for the evaluation and development of business and project plans
• Prepare necessary information required for the completion of the Medium-Term Expenditure Framework (MTEF) budgeting process and populate treasury templates
• Prepare information required for the compilation of Estimates of Provincial Expenditure in compliance with Provincial Treasury guidelines
• Consolidate inputs and balance monthly cash flow and adjusted cash flow to estimates of expenditure
• Record adjustments and capture approved rollovers on the accounting system
• Compile monthly and quarterly performance reports timeously and accurately
• Review monthly transactions per program from BAS and update expenditure reports with commitments
• Compile performance reports for stakeholders monthly
• Collate and capture management accounting information on monthly reporting templates
• Compile the standardized in-year monitoring report for the department based on templates received from various components
