STATE ACCOUNTANT

Job Overview

A State Accountant position (Ref No: REFS/056308) is available at Johannesburg Head Office with a salary of R338 106 per annum plus benefits. Candidates must possess a National Diploma or Degree in Finance, Cost and Management Accounting, B Comm Accounting or equivalent, alongside 1-2 years of relevant experience in financial administration and auditing, and a valid driver's license. Core duties involve facilitating management accounting services, budget preparation, MTEF compilation, cash flow balancing, and compiling performance and in-year monitoring reports using systems like BAS and SAP.

Requirements & Qualifications

• Grade 12
• National Diploma (NQF level 6) or Degree (NQF level 7) in Finance, Cost and Management Accounting, B Comm Accounting or equivalent qualification recognized by SAQA
• 1-2 years appropriate/relevant years of experience in a financial administration and auditing environment
• A valid driver’s license
• Knowledge of GPG and Departmental policies and procedures
• Knowledge of Public Service Regulatory Framework, reporting procedures, Division of Revenue Act, PFMA, Treasury Regulations, BAS, SAP and other information management systems
• Knowledge of Public service budget process and Customer service
• Skills in verbal communication, written communication, interpersonal relations, and technical tasks

Key Duties & Responsibilities

• Facilitate the provision of management accounting services
• Collate financial supporting information for planning purposes
• Prepare and capture budget information and populate standard/routine reporting documents
• Collate financial supporting documents required for strategic and annual performance planning processes
• Collate relevant financial information required for the evaluation and development of business and project plans
• Prepare information required for the completion of the Medium-Term Expenditure Framework (MTEF) budgeting process and populate treasury templates
• Prepare information required for the compilation of the Estimates of Provincial Expenditure in compliance with Provincial Treasury guidelines
• Consolidate inputs and balance monthly cash flow and adjusted cash flow to estimates of expenditure
• Record adjustments and capture approved rollovers on the accounting system
• Compile monthly and quarterly performance reports timeously and accurately
• Review monthly transactions per program from BAS and update expenditure reports with commitments
• Compile performance reports for stakeholders monthly
• Collate and capture management accounting information on monthly reporting templates
• Compile the standardized in-year monitoring report for the department based on templates received from various components
