SENIOR PROJECT OFFICER

Job Overview

The Department requires a Senior Project Officer in Bloemfontein, Free State, offering R413 001 per annum. Applicants need a Grade 12 certificate, an NQF Level 6 qualification in Agriculture, Development Studies, Social Science, or Law, and at least 2 years of land reform experience alongside a valid driver's licence. Responsibilities include investigating restitution claims, gathering evidence, compiling verification and research reports, negotiating claim settlements, conducting deeds research, and handling stakeholder enquiries.

Requirements & Qualifications

• Grade 12 Certificate
• Bachelor's Degree / National Diploma in Agriculture / Development Studies / Social Science / Law (NQF Level 6) or related equivalent qualification
• Minimum of 2 years' experience in land reform environment
• A valid driver's license
• Knowledge of development management including strategic management
• Knowledge of research methods and techniques, community facilitation, and business plans
• Thorough knowledge in land reform, development related issues, restitution of land rights, and rural development
• Job related skills: Project management, negotiation, contract management, leadership ability, communication, computer literacy, and report writing

Key Duties & Responsibilities

• Investigate and validate restitution claims
• Gather oral and documentary evidence
• Compile research reports and gazette the claim
• Verify the beneficiaries of lodged claims
• Compile family trees and gather supporting documents
• Compile verification reports
• Negotiate the settlement of claims and conduct options and resolution of claims
• Prepare terms of reference for valuation and Office of the Valuer-General (OVG) recommendations
• Compile spreadsheets for valuations and conduct deeds research for properties
• Facilitate the finalisation of lodged claims, compile offers from OVG recommendations, and compile Section 42D on approved offers
• Engage with stakeholders and manage land claims enquiries including Ministerial, Chief Director, Director-General, Chief Land Claims Commissioner, Premier, and Presidential enquiries
