HUMAN RESOURCE PRACTITIONER: TALENT SOURCING

Job Overview

The Department of the Premier, Western Cape Government, is hiring a Human Resource Practitioner: Talent Sourcing (Level 08). Candidates require an appropriate 3-year National Diploma or higher in HRM, Industrial Psychology, or related fields, alongside a minimum of 1 year of recruitment experience and a valid driving licence. Responsibilities include advising on recruitment processes, handling applications, managing shortlisting and interviews, ensuring data integrity, and supervising operational talent sourcing functions. Requirements & Qualifications

• Appropriate 3-year National Diploma (B-Degree or Higher qualification) majoring in HRM, Industrial Psychology, Human Resources, Social Sciences, Humanities, Public and Business Management Science or related field.
• A minimum of 1 year relevant experience in a Recruitment and Selection environment.
• A valid (Code B or higher) driving licence (People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply).
• Knowledge of National and Provincial instruments and legislation pertaining to human resources management with reference to: Public Service Regulations, Labour Relations Act (LRA) 66 of 1995, Public Service Act 1994, Basic Conditions of Employment Act (BCEA) 75 of 1997, and other related legislation.
• Knowledge of Recruitment and Selection processes, Recruitment Systems, and Data management.
• Excellent communication (verbal and written) skills.
• Consultative skills and effective Problem solving.
• Networking, working with people and ability to meet customer expectations.
• Computer Literacy.
• Project management skills.

Key Duties & Responsibilities

• Provide capacity building and advice in terms of the recruitment and selection processes.
• Response handling of applications and dealing with inquiries from clients and applicants.
• Identify, address and resolve recruitment selection delays.
• Facilitate and advise on the compiling of shortlists and create competency-based interview questions.
• Responsible for logistical arrangements for interviews.
• Finalize interview processes through competency assessments/proficiency tests and nominations.
• Maintenance of the recruitment and selection database and ensure data integrity.
• Execute high standard of quality in all operational work.
• Facilitate and provide professional advice on the sourcing of talent across various professions, inclusive of shortlisting, interview processes, personnel suitability checks, appointment decisions, and issuing employment offers.
• Report on any irregularities and communicate across various levels regarding e-recruit processes.
• Advising Senior and Executive management on the recruitment and selection process and best talent.
• Administer and maintain the recruitment and selection system and provide a support service.
• Coordinate recruitment and selection information for reporting and monitoring purposes.
• Perform supervisory functions.
