Job Overview

The Department of the Premier, Western Cape Government, is hiring an Assistant Director: Talent Sourcing. Applicants require a 3-year National Diploma or B Degree in HRM or Industrial Psychology, alongside at least 3 years of recruitment experience and a code B driving licence. Responsibilities include managing talent acquisition, overseeing recruitment operations, supervising staff, providing professional advice on competency-based recruitment, and ensuring data integrity. Requirements & Qualifications

• An appropriate 3-year National Diploma (B Degree or Higher qualification) majoring in HRM or in Industrial Psychology
• A minimum of 3 years of relevant experience in a Recruitment and Selection environment
• A valid code B driving licence
• General knowledge of various employment laws and practices
• In-depth knowledge of recruitment prescripts, legislation, and policy documents
• Excellent interpersonal and coaching skills
• Database development, management, and reporting skills
• Supervisory skills
• Consultative and effective problem-solving skills
• Effective oral and written communication skills
• Ability to gather and analyse information
• Ability to work under pressure and meet deadlines

Key Duties & Responsibilities

• Quality control of all operational work
• Project management control and allocation of tasks
• Ensure the publication of advertisements in various media
• Facilitate the compilation of advertisements and pre-selection questionnaires and provide training/workshops on Talent Sourcing, e-recruit, and reporting
• Ensure that bulletins are published as per schedule
• Ensure that advertisements are published in DPSA, media, and e-recruit platforms
• Communicate with service providers regarding advertising standards, response handling enquiries, and participate in the creation of specifications
• Handling complex inquiries from clients and applicants
• Facilitate and provide professional advice on the sourcing of talent across various professions, competency-based recruitment practices, shortlisting, interviewing, and verifications
• Facilitate appointment decisions and the issuing of employment offers
• Facilitate audit processes and ensure recruitment and selection data integrity while reporting on any irregularities
• Manage staff and report on the unit's performance
• Provide e-Recruit support and handle administrative processes associated with technical recruiting
• Advising senior and executive management on the recruitment and selection process and best talent
• Direct liaison with media and recruitment agencies regarding the advertising of vacancies
• Supervision of staff and consulting with various stakeholders on different management levels
• Willingness to work longer hours in line with print media publication times
