Job Overview

The Office of the Chief Justice is seeking a Human Resource Clerk (Level 05) for the Eastern Cape Provincial Service Centre. The position requires a Grade 12 certificate, with HR experience being an advantage. Responsibilities include managing recruitment processes, PERSAL captures, leave administration, records management, and PMDS support. Candidates must understand public service legislative frameworks, the PERSAL system, and Batho Pele Principles. Applications can be submitted via email.

Requirements & Qualifications

• Grade 12 certificate or equivalent qualification at NQF level 4 as recognised by SAQA.
• A minimum of 1 year experience in a Human Resource environment will be an added advantage.
• Knowledge of the PERSAL system.
• Knowledge and understanding of the legislative framework governing the public service, Public Service Act, and Public Service Regulations 2016.
• Knowledge of storage and retrieval procedures and Batho Pele Principles.
• Skilled in verbal and written communication, administration, planning and organising, and computer literacy (MS Office).
• Skills in time management, basic numeracy, interpersonal relations, typing, and minute taking.
• Attributes include customer service orientation, self-management, self-motivation, creative thinking, teamwork, ambition, punctuality, assertiveness, and flexibility.

Key Duties & Responsibilities

• Facilitate administration of recruitment, selection, and appointment processes within the province.
• Identify funded vacant posts, facilitate request to advertise forms, and liaise with line managers regarding recruitment activities.
• Coordinate the receiving and sorting of applications, and provide support with conducting shortlisting and interviews.
• Capture fingerprints and provide administrative support services and logistical arrangements for meetings.
• Provide secretariat support services, compile minutes and memos, and handle incoming and outgoing office correspondence.
• Ensure a proper filing system for all records and compile statistics on conditions of service and benefits.
• Capture leave, update leave register, and receive appointment and service termination documents.
• Process resettlement allowance payments on PERSAL and injury on duty (IOD) information on the compensation fund website.
• Capture appointments and service terminations on PERSAL, and provide leave credits to OCJ officials on request.
• Provide administrative support for PMDS, receive and quality assure performance agreements and probation reports.
• Capture performance agreements, probation reports, PMDS transactions, and training transactions on PERSAL and databases.
• Provide support with Performance Management workshops, PMDS awareness, updating, and filing of PMDS records.
• Provide support to HR records management, update HR record management databases, ensure recording of all memos received, and keep track of safe files and records.
