DEPUTY DIRECTOR: REVENUE AND DEBT MANAGEMENT

Job Overview

The KZN Provincial Treasury is seeking a Deputy Director: Revenue and Debt Management based in Pietermaritzburg. Candidates must hold an NQF Level 7 degree in Commerce, Finance, or Accounting, alongside a minimum of 3 years of junior management experience in municipal finance. Key responsibilities include coordinating revenue, cash, debt, and indigent households support initiatives for municipalities, as well as policy development and sub-directorate resource management.

Requirements & Qualifications

• A NQF Level 7 Degree or higher in Commerce, Finance, or Accounting.
• A minimum of 3 years junior management experience in revenue and debt management within the municipal finance field.
• Valid Driver’s license (People with disabilities without valid driver’s licenses will be assisted by the department to meet work-related travel obligations).
• Knowledge of Republic of South Africa Constitution, PFMA, Treasury Regulations, and Municipal Finance Management Act (MFMA).
• Knowledge of Municipal Systems Act, Municipal Structures Act, and Municipal Property Rates Act.
• Knowledge of Generally Recognized Accounting Practice (GRAP) and other applicable local government accounting standards.
• Skills in financial management, leadership, planning, organizational management, and policy analysis.

Key Duties & Responsibilities

• Coordinate the provision of revenue management support initiatives provided to Municipalities.
• Coordinate the provision of cash management support initiatives provided to municipalities.
• Coordinate the debt management support initiatives provided to municipalities.
• Coordinate the indigents households support initiatives provided to municipalities.
• Coordinate the development and implementation of frameworks and policies in collaboration with Norms and Standards.
• Manage resources of the Sub-directorate.
