DEPUTY DIRECTOR: LIBRARY SERVICES (CONDITIONAL GRANT)

Job Overview

The Gauteng Department seeks a Deputy Director: Library Services (Conditional Grant) based at Head Office. The role requires a National Diploma or Degree in Library and Information Science, 3-5 years of middle management experience, and a valid driver's license. Responsibilities include managing community library recapitalization across 09 municipalities, overseeing financial support, ensuring legal and operational compliance, consolidating quarterly reports, and managing departmental resources in line with the PFMA and public service regulations. Requirements & Qualifications

• Grade 12 Certificate
• National Diploma or Degree (NQF level 6/7) in Library and Information Science or relevant qualification
• Minimum of 3 - 5 years’ experience at middle management in (ASD) level
• Relevant experience in Library environment
• Valid driver’s license
• Verbal and written communication skills
• Analytical, report-writing, research, and problem-solving skills
• Computer literacy (MS Teams)
• Planning, organization, presentation, and training skills
• Knowledge of library and information science matters, prescripts, legislations, procedures, and processes
• Knowledge of Public Finance Management Act (PFMA), Public Service Act and Regulations, Departmental strategy
• Knowledge of Public Service policy and strategy on library and archive matters
• Knowledge of Promotion of Access to Information Act 2 of 2000 (PAIA) and Division of Revenue Act

Key Duties & Responsibilities

• Manage the recapitalization of community libraries including supporting 09 municipalities as per Provincial Gazette
• Ensure evaluation systems are in place and conduct monitoring visits to municipalities to draft reports
• Manage and monitor financial support to community libraries, including monitoring municipalities and acknowledging receipt of payment in writing
• Monitor and assist in preparing and sending payment confirmations to municipalities
• Manage and monitor community libraries' compliance with National Library and Information acts and regulations
• Visit Library Managers to monitor compliance to the legal and operational framework for community libraries
• Consolidate quarterly reports of transferred funds for Conditional Grant and Equitable Share from municipalities
• Ensure municipalities submit monthly and/or quarterly reports for transferred funds and assist with National Department of Sport, Arts and Culture (DSAC) quarterly reports
• Organise and administer IGR meetings with municipalities and Library Managers
• Manage human, financial, and equipment/asset resources including budget implementation, expenditure monitoring, and optimal equipment utilization
