DEPUTY DIRECTOR: LABOUR RELATIONS

Job Overview

The Department seeks a Deputy Director: Labour Relations based at Head Office in Qonce. The role requires a relevant NQF Level 6 or 7 qualification in Human Resources, Labour Law, Public Management, or LLB, alongside at least 3 years of management-level experience. Responsibilities include managing labour relations policies, handling grievances and disciplinary processes, representing the department in dispute resolutions, engaging with trade unions, and overseeing human and financial resources.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF L6) or preferably a B Degree (NQF L7) in BCom, Human Resource Management, Labour Relations, Labour Law, Industrial Psychology, BAdmin, Public Management, Industrial Relations, or LLB (Law)
• Minimum of 3 years of relevant labour relations related experience at Assistant Director or Junior Management level
• In-depth knowledge of legislative prescripts including Labour Relations Act, Basic Conditions of Employment Act, Employment Equity Act, Disciplinary Code, Public Service Regulations, Public Service Act, and PFMA
• Communication, report writing, computer literacy (Excel and PowerPoint), project management, financial management, management and leadership, planning and organising skills
• Valid code 08 driving license

Key Duties & Responsibilities

• Managing the development, review, and implementation of labour relations policies, procedures, and strategies
• Interpreting and monitoring compliance with applicable labour legislation and collective agreements
• Providing strategic guidance, advisory services, and technical support to management and employees on labour relations matters
• Managing consultation and negotiation processes, grievance procedures, and dispute resolution
• Representing the department at conciliation, arbitration, and dispute resolution platforms, as well as in provincial and sector chambers
• Managing the provision of disciplinary processes, conducting investigations, and engaging with trade unions and management regarding misconduct
• Managing collective bargaining and stakeholder relations, coordinating with organised labour, and implementing collective agreements
• Managing administrative support, human and financial resources, compiling monthly and quarterly reports, and responding to audit matters
