ASSISTANT DIRECTOR: TRAINING & CAPACITY

Job Overview

The Department of Sport, Recreation, Arts and Culture seeks an Assistant Director: Training & Capacity based at Head Office in Qonce on an all-inclusive remuneration package (Level 09). Responsibilities include coordinating employee training programmes, managing training policies, facilitating skills audits, administering bursary schemes, and implementing internship and learnership programmes. Applicants must possess a National Diploma or B Degree in HR management, Public Administration, or related fields, alongside at least three years of relevant supervisory experience, knowledge of legislation like the PFMA and Skills Development Act, and a valid driver's license.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF L6) or preferably a B Degree (NQF L7) in Human Resource Management / Human Resource Development / Training and Development / Public Administration / Public Management qualification as recognised by SAQA
• A minimum of three (3) years' experience in Skills Development and Training coordination, of which three (3) years should be at a supervisory level (SL 7 / 8)
• Skills Development Facilitator certificate and Train the Trainer certificate will serve as an added advantage
• Good interpretation and knowledge of the National Skills Development Strategy, Public Finance Management Act, Skills Development Act, Skills Development Levies Act, and Public Service Regulations
• Knowledge of compulsory training programmes in the Public Service and training on various programs
• Knowledge of the PERSAL system
• Experience in managing long term training programmes (Learnership, Internship, Workplace Integrated Learning)
• Experience in developing and submitting Workplace Skills Plan and various SETA reports
• Computer literacy in Microsoft packages (Word, Excel, PowerPoint)
• A valid Code 8 driving license

Key Duties & Responsibilities

• Coordinate and facilitate training programmes for employees
• Manage the development and review of training and development policies, frameworks, and guidelines
• Monitor consolidation of departmental training needs and verify alignment with departmental priorities and skills plans
• Develop and maintain annual training schedules, and liaise with training providers
• Oversee training sessions to ensure quality and adherence to agreed standards
• Facilitate and lead skills audits, develop detailed audit plans, and analyse results
• Administer the implementation of the bursary scheme policy, coordinate applications, and monitor contracts
• Implement, monitor, and evaluate Internship and Learnership Programmes, including recruitment and placement of interns
• Facilitate HRM audit processes and ensure timeous submission of requested information
• Manage financial and human resources, maintain staff discipline, and compile monthly and quarterly reports
