ASSISTANT DIRECTOR: SKILLS DEVELOPMENT

Job Overview

The Department of Sport, Recreation, Arts and Culture seeks an Assistant Director: Skills Development based at Head Office in Qonce. The role requires a National Diploma or B Degree in HR Management, Development, Public Administration or related fields, alongside three years of training coordination experience at a supervisory level. Responsibilities include coordinating workplace skills plans, managing training programs, overseeing induction, reporting to SETAs, and supervising HR staff.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF L6) or preferably a B Degree (NQF L7) in Human Resource Management, Human Resource Development, Training and Development, Public Administration, or Public Management recognised by SAQA
• Minimum of three (3) years experience in Skills Development and Training coordination
• Minimum of three (3) years experience at a supervisory level (SL 7 / 8)
• Skills Development Facilitator certificate and Train the Trainer certificate will serve as an added advantage
• Knowledge of National Skills Development Strategy, Public Finance Management Act, Skills Development Act, Skills Development Levy Act, and Public Service Regulations
• Knowledge of compulsory training programmes in the Public Service and PERSAL system
• Experience in managing long term training programmes (Learnership, Internship, Workplace Integrated Learning)
• Experience in developing and submitting Workplace Skills Plan and various SETA reports
• Computer literacy in Microsoft Office (Word, Excel, PowerPoint)
• Valid (Code 8) driving license

Key Duties & Responsibilities

• Coordinate the development and submission of the workplace skills plan (WSP) and annual training report (ATR)
• Conduct skills gap analysis and training assessment across the organization
• Align skills development plans with strategic objectives and workforce plans
• Facilitate consolidation of inputs from business units to inform training priorities
• Administer integration of skills development initiatives into departmental plans and budgets
• Monitor progress against planned training interventions and recommend adjustments where necessary
• Manage and implement skills development initiatives and artisans' development programs
• Develop and maintain the annual training schedule and facilitate logistics for training interventions
• Engage with internal stakeholders and external accredited training providers
• Administer nomination and enrolment of employees for training and maintain accurate training records
• Coordinate and facilitate comprehensive Induction Programmes
• Coordinate career path development programmes and promote leadership and succession programmes
• Facilitate mentorship relationships and conduct coaching sessions
• Manage administrative support, give input on policies and operational plans, and attend to audit matters
• Compile and submit monthly and quarterly reports, supervise human resources, and maintain staff discipline
