DEPUTY DIRECTOR: FINANCIAL MANAGEMENT

Job Overview

The Department of Social Development is hiring a Deputy Director: Financial Management based at the Capricorn District Office (Reference: DSD/2026/139). Offering an all-inclusive salary package of R932 292 per annum (Level 11). Applicants must possess a Grade 12 certificate, an NQF level 6 qualification in Financial Management, and at least 5 years of experience, including 3 years at a Junior/Assistant Director level. Key responsibilities include managing Supply Chain Management, financial planning, budgeting, financial accounting, asset management, and audit processes. Familiarity with PFMA, GRAP/IFRS, BAS, PERSAL, and LOGIS is essential.

Requirements & Qualifications

• Grade 12
• Appropriate qualification at NQF level 6 in Financial Management or equivalent qualification recognised by SAQA
• Minimum of five (05) years of proven experience
• 3 years of experience must be at Junior / Assistant Director level
• Valid motor vehicle driver's licence (with the exception of persons with disabilities)
• Core and Process Competencies including Strategic Capability and Leadership, Programme and Project Management, Change Management, Financial Management, People Management and Empowerment, Knowledge Management, Problem solving and analysis, and Client orientation and customer focus
• Understanding of Public Service Regulations, Acts, policies and procedures
• Knowledge of Public Finance Management Act (PFMA) and Treasury regulations
• Knowledge of NGO financial governance, funding cycles, and donor requirements
• Knowledge of Department of Social Development (DSD) financial policies and procedures
• Knowledge of financial reporting standards (GRAP/IFRS)
• Understanding of BAS, PERSAL and LOGIS financial systems

• Manage the provision of Supply Chain Management
• Manage demand and acquisition, purchasing, and inventory management
• Manage and coordinate asset management services
• Manage transportation services
• Manage the provision of financial planning and budgeting
• Manage the provision of Financial Accounting Services
• Manage physical facility maintenance and repairs
• Manage audit processes
