DEPUTY DIRECTOR: FINANCE

Job Overview

A Deputy Director: Finance position is available in the Sekhukhune District. The role requires a Grade 12 certificate and an NQF Level 7 qualification in Financial Accounting, Financial Management, Supply Chain Management, Logistics, or Asset Management, along with five years of relevant finance experience including three years at a junior management level. Responsibilities include managing the district budget, acquisition services, logistics and asset management, revenue collection, salaries, accounts, expenditure, and human resources. Candidates must possess knowledge of the PFMA, Treasury Regulations, DORA, and PPPFA.

Requirements & Qualifications

• Grade 12 / Matric
• A qualification at NQF level 07 as recognised by SAQA in Financial Accounting, Financial Management, Supply Chain Management, Logistics, or Asset Management
• Five years of relevant experience in Finance
• Three (3) years of experience must be at junior Management level (Assistant Director level)
• Valid driver’s licence (with the exception of applicants with disabilities)
• Knowledge of Strategic Capability and Leadership, People Management and Empowerment, Financial Management, Knowledge Management, Problem solving and analysis, Customer focus, Communication
• Knowledge of relevant Public Service Acts, regulations and frameworks
• Knowledge and understanding of policy analysis, development and interpretation, and Treasury Regulations
• Knowledge and understanding of Supply Chain Management procedures, Procurement Procedures, PFMA, DORA, and PPPFA

Key Duties & Responsibilities

• Manage the district budget, facilitate financial planning, provide financial reporting, monitor cash flow, and ensure compliance with financial prescripts
• Provide acquisition services, compile and execute procurement plans, and manage Bid Committees
• Oversee the bidding process, including compilation, publication, receipt, and processing of bid documents
• Provide logistics and assets management services, including inventory policies, movable asset management, district stores, and stock-taking
• Manage revenue collection, monitor policy and legislative frameworks, and oversee cashier, banking, and debt management services
• Manage salaries, accounts, and expenditure, authorize salary transactions, monitor payroll, and undertake financial administration
• Manage human, financial, and equipment resources, monitor district budget, conduct performance appraisals, and ensure staff development
