DEPUTY DIRECTOR: DEBT, REVENUE AND FINANCIAL COMPLIANCE

Job Overview

The Department of Basic Education in Pretoria is seeking a Deputy Director: Debt, Revenue and Financial Compliance. The role requires an NQF level 6 qualification in Financial Accounting, Financial Management or Management Accounting, alongside four years of relevant experience as an Assistant Director in debt and revenue management. Key responsibilities include managing accounts receivable, ensuring compliance with the PFMA and Treasury Regulations, handling audit queries, investigating irregular or wasteful expenditure, and supervising staff. Candidates must be computer literate with knowledge of BAS and PERSAL.

Requirements & Qualifications

• NQF level 6 or equivalent qualification as recognised by SAQA in Financial Accounting, Financial Management, or Management Accounting
• Four (4) years relevant experience as an Assistant Director in the area of debt and revenue management
• In-depth knowledge of the Debt/Loss Control officer’s responsibilities
• Knowledge and understanding of public sector financial administration and provisions of the PFMA and Treasury Regulations
• Ability to develop and apply policies
• Computer literacy including understanding of BAS, PERSAL and other computer systems
• Planning, organisational, verbal and written communication skills
• Numeracy and accuracy skills
• People management and leadership skills

Key Duties & Responsibilities

• Managing accounts receivable and revenue collection
• Handling documents and information with strict confidentiality
• Preparing financial statements relevant to the section
• Ensuring that financial transactions are brought to book
• Managing the cashier’s office activities and banking
• Managing the TRC payments
• Collecting and keeping safe Departmental revenue
• Ensuring safekeeping of financial documentation according to prescripts
• Ensuring that reconciliations are done monthly
• Ensuring telephone accounts are paid
• Establishing and maintaining strong internal and external stakeholder relationships
• Following up, clearing, and reconciling all outstanding interdepartmental receivables
• Responding and resolving audit queries related to the section
• Providing supervision to junior staff
• Investigating irregular, fruitless, and wasteful expenditure
• Identifying potential financial risks including fraud risks and facilitating mitigation actions
• Testing and monitoring compliance to PFMA, Treasury Regulations, and SCM
• Monitoring the implementation of internal and external audit recommendations
• Attending Audit steering committee meetings and monitoring progress of audit recommendations
• Coordinating, monitoring, and reporting on fruitless, wasteful, and irregular expenditure registers
• Monitoring and strengthening the control environment through planned internal control assessments
• Managing the operational risk register
