Job Overview

The Office of the Chief Justice is hiring a Chief Registrar for the Western Cape Division of the High Court in Cape Town. Applicants must hold an LLB degree or a 4-year legal qualification recognised by SAQA, along with a minimum of 8 years of post-qualification experience as a Registrar. Responsibilities include managing court documentation systems, supporting case flow management, leading court administration, and supervising staff. Applications must be submitted via email.

Requirements & Qualifications

• Applicants should be in possession of an LLB Degree or a four (4) year legal qualification as recognised by SAQA.
• A minimum of eight (8) years’ post qualification experience obtained as a Registrar.
• A valid driver’s license or LLM Degree will serve as an added advantage.
• Knowledge of registry duties, legislative framework governing the public service, The Superior Court Act, and the Uniform Rules of the High Courts.
• Knowledge of storage and retrieval procedures, Quasi-Judicial functions, Case flow management, and court documentation management.
• Leadership and supervisory/managerial experience within court environment/legal environment.
• Knowledge of Human Resource Management and Batho Pele Principles.
• Skills in numeracy, problem solving, decision-making, interviewing, computer literacy (MS Office), excellent communication (written and verbal), interpersonal relations, planning and organising, and report writing.

Key Duties & Responsibilities

• Manage the Information and case/court documentation Management System, including implementing an information desk and complaints management system.
• Interface with external court stakeholders on a regular basis and ensure relevant registers are checked in terms of codes.
• Provide support to court and case flow management / Quasi-Judicial functions by developing and implementing case management strategies.
• Review and implement projects to improve court efficiency regularly.
• Ensure that all J33 requests to Service Providers are timeously returned and liaise with service providers for smooth service delivery.
• Peruse proposed amendments received from the rules board and provide comments.
• Develop annual institutional performance reports and other statutory reports, and give direction and guidance based on best court management practices.
• Lead transformation in the High Court.
• Supervise and develop staff, including general supervision, allocating duties, performing quality control, managing leave, and advising supervisees.
