CHIEF HUMAN RESOURCE OFFICER

Job Overview

The Department seeks a Chief Human Resource Officer based in Pretoria (Gauteng) at a salary of R413 001 per annum (Level 08). Applicants must possess a Grade 12 Certificate, a National Diploma in Human Resource Management (NQF 6), a valid driver's license, and at least 2 years of recruitment and selection experience. Duties include managing recruitment processes, providing advisory services on HR prescripts, overseeing shortlisting and interviews, handling appointments and personnel suitability checks, and supervising staff.

Requirements & Qualifications

• Grade 12 Certificate
• National Diploma in Human Resource Management (NQF 6)
• Minimum of 2 years experience in rendering recruitment and selection services
• Knowledge of recruitment and selection prescripts and legislation
• Knowledge of human resource transformation, monitoring and evaluation
• Knowledge of Public Service Act and Public Service Regulations
• Knowledge of Employment Equity Act, Labour Relations Act, and Basic Conditions of Employment Act
• Good communication (verbal and written) and interpersonal relations skills
• Problem solving, presentation, facilitation, and report writing skills
• People management and administrative skills
• Computer literacy
• A valid driver's license
• Ability to travel

Key Duties & Responsibilities

• Provide effective advisory service on recruitment and selection
• Ensure adherence and compliance with R&S policy and prescripts
• Administer the management of shortlisting and interviews
• Provide technical advisory services during shortlisting and interviews
• Implement recommendations of the selection committee members and draft appointment submissions
• Conduct personnel suitability checks on recommended candidates and issue appointment/regret letters
• Provide assistance during recruitment and selection information sessions and respond to enquiries
• Represent the unit at various transformation forums in the Department
• Provide advice, guidance, and effective interpretation of legislation, policies and directives to line functionaries
• Provide inputs on the amendment of policies and procedures
• Follow up on vacancies to reduce vacancy rates and turnaround times
• Provide training on recruitment and selection policies and prescripts
• Report on vacancies, maintain statistical information, and update vacancy databases
• Supervise employees, provide on-the-job training, manage performance, and maintain discipline
