CHIEF FINANCIAL OFFICER

Job Overview

The Department of Public Works and Infrastructure seeks a Chief Financial Officer based in Bloemfontein. Remuneration is R1 554 696 per annum (Level 14, all-inclusive package). Candidates must possess an appropriate BCom (NQF 7) in Accounting, Financial Management, Commerce, Economics or equivalent, with a minimum of 5 years at Senior Management Service (SMS) level. Responsibilities include providing strategic financial leadership, ensuring compliance with the PFMA and Treasury Regulations, overseeing financial planning, budgeting, supply chain management, asset management, and internal controls.

Requirements & Qualifications

• Appropriate BCom (NQF Level 7) in Accounting, Financial Management, Commerce, Economics or an equivalent qualification recognised by SAQA
• Minimum of five (5) years of experience at Senior Management Service (SMS) level in financial management
• Completion of the Nyukela Senior Management Pre-Entry Programme before appointment
• Extensive knowledge of and experience in Public Service financial management
• Valid driver's licence
• Subject to Performance Agreement, Personnel Suitability Checks, SMS Contract, Competency Assessment, and Financial Disclosure

Key Duties & Responsibilities

• Provide strategic financial leadership and direction to the Department ensuring sound financial governance and compliance with the PFMA and Treasury Regulations
• Provide strategic financial advice and support to the Accounting Officer and Executive Management
• Develop, implement and continuously improve financial management strategies, policies, systems and internal controls
• Ensure effective financial planning, budgeting, expenditure management, revenue management, financial reporting, cash flow management and forecasting
• Maintain complete, accurate and reliable financial records in accordance with prescribed accounting standards
• Oversee the preparation and submission of statutory monthly, quarterly and annual financial reports to Provincial Treasury and stakeholders
• Direct and oversee the development and monitoring of the Medium-Term Expenditure Framework (MTEF), Annual Budget, and Adjustments Budget
• Provide strategic oversight of Supply Chain Management, procurement, contract management and asset management functions
• Establish, implement and maintain an integrated system of internal financial controls and coordinate audit resolutions
• Provide strategic leadership and effective management of the Chief Directorate, including human, financial and physical resources
