PRINCIPAL PERSONNEL OFFICER: RECRUITMENT AND SELECTION

Job Overview

The Mpumalanga Department of Health is seeking a Principal Personnel Officer for Recruitment and Selection based at the Provincial Office in Mbombela (Nelspruit). The role requires a Grade 12 certificate with 3 years of HR experience or an NQF Level 6/7 qualification in HR or Public Administration, alongside a minimum of three PERSAL courses. Key responsibilities include implementing HR administration practices, managing recruitment, appointments, conditions of service, performance management systems, and providing advisory support to staff and management.

Requirements & Qualifications

• Senior Certificate / Grade 12 or equivalent plus three (3) years’ experience in Human Resource unit
• Alternatively, a Diploma or Degree (NQF Level 6/7) in Human Resource Management, Public Administration / Public Management as recognized by SAQA
• At least a minimum of three (3) PERSAL courses is an inherent requirement
• Extensive knowledge of PERSAL including interpreting PERSAL reports
• Good understanding and functional knowledge of the Public Service Act, Public Service regulations, Basic Conditions of Employment Act, and Employment Equity Act
• Computer literacy, particularly MS Excel, Outlook, and Word
• Good interpersonal skills
• Good written and verbal communication skills
• Ability to work under pressure
• Analytical skills on problem solving, decision making, and organizational skills
• A valid driver’s licence will serve as an added advantage

Key Duties & Responsibilities

• Implement and maintain human resource administration practices
• Render administrative functions including recruitment and selection of staff
• Handle HR provisioning including appointments, transfers, verification of qualifications, vetting of candidates, secretarial functions for interviews, absorptions of staff, and probationary periods
• Manage conditions of service and benefits such as leave salaries, pensions, termination of services, incapacity leave, housing allowances, overtime, translations, and report writing
• Coordinate the Performance Management System
• Address human resource administration enquiries to ensure correct implementation of policies
• Inform, guide, and advise staff on human resource administration matters
• Assist with the preparation of reports on human resource administration issues and statistics
• Coordinate the implementation of recruitment and selection processes
• Provide support to the Sub-district Manager
