Job Overview

Barberton Hospital in the Ehlanzeni District is hiring a Chief Personnel Officer (Level 08) with a salary of R413 001 per annum under reference MPDOH/OCT/26/1594. Requirements include a Grade 12 with 6 years experience or a relevant NQF Level 6/7 qualification with 3 years experience, specific PERSAL courses, and knowledge of public service regulations. Responsibilities cover HR administration, recruitment, PERSAL transaction approvals, performance management, and staff supervision.

Requirements & Qualifications

• Senior Certificate/ Grade 12 plus six (6) years relevant experience in Human Resource Management
• Or Diploma / Degree (NQF Level 6/7) in Human Resource Management, Public Administration / Public Management as recognized by SAQA plus three (3) years relevant experience in Human Resource Development
• At least three (3) years experience in the post of Personnel Practitioner / Principal Personnel Officer / Administrative Officer (Level 7)
• At least a minimum of three (3) PERSAL courses is an inherent requirement
• Extensive knowledge of PERSAL including interpreting PERSAL reports
• In-depth knowledge of policies, systems, processes, procedures and best practices pertaining to Recruitment and Selection, Condition of Services, Employees Benefits, Administration, Performance Management, Human Resource Development and Skills development
• Good understanding and knowledge of the PFMA, Public Service Regulations, Basic Conditions of Employment and Employment Equity Act, PAIA, Public Service Act, and Treasury Regulations
• Computer literacy particularly MS Excel, Outlook & Word
• Good interpersonal relationship, networking, written and verbal communication skills
• Logical and innovative thinking abilities and leadership skills
• Valid driver's license

Key Duties & Responsibilities

• Co-ordination and compilation of reports regarding the filing of posts
• Monitor the development and review of the system of administering processes in the area of HR strategy and the management of demand and supply of human resources
• Monitor and advise the process of recruitment and selection within the Department
• Development of service standards in the area of responsibility
• Monitor the implementation of Operational Plan of the unit
• Manage staff in terms of the approved Performance Management and Development system including midterm reviews and annual performance assessments
• Ensure compliance and effective implementation of employment equity and skill development
• Facilitate processing of pension benefits and leave payouts
• Create and maintain complete and accurate Human Resource records
• Approve PERSAL transactions captured
• Utilize resources effectively, adhere to Batho Pele Principles and service standards
