HUMAN RESOURCE PRACTITIONER: (PMDS AND HRD)

Job Overview

The Mzimvubu Tsitsikamma Catchment Management Agency is hiring a Human Resource Practitioner (PMDS and HRD) based in Kugompo with a salary of R338 106 per annum (Level 07). Applicants must possess a National Diploma (NQF level 6) in Human Resource Management or a SAQA-recognized equivalent, alongside one year of functional experience in HRD and performance management. Key duties involve implementing PMDS and HRD policies, conducting training needs assessments, managing Work Skills Plans, compiling reports, and supervising staff.

Requirements & Qualifications

• A National Diploma (NQF level 6) in Human Resource Management or relevant qualification as recognized by SAQA.
• One (1) years' functional experience in HRD and Performance Management environment.
• Knowledge of Performance Management Methodology, Principles and Strategies.
• Digital Acumen and relevant HRM Systems, Learning Systems, or Performance Systems.
• Knowledge of Customer Service (Batho Pele Principles).
• Knowledge of the Skills Development Act, Basic Conditions of Employment Act, PFMA, National Treasury Regulations, LRA, EE Act, COIDA, and DPSA Directives.
• Knowledge of the Public Service Act and Public Service Regulations.
• Skills in Data Gathering, Analysis, Data/Record Management, Research and Benchmarking, Project Management, Coaching, Mentoring, Conflict Management, and People Management.

Key Duties & Responsibilities

• Interpret and Implement PMDS policies and procedures.
• Implement midterm and final assessment for non-SMS members.
• Implement PMDS in the Department.
• Assist in analysing the alignment of individual performance agreement with the business plan in the department.
• Keep records of individual performance agreement.
• Provide support in the implementation of PMDS decision.
• Supply statistics on PMDS issues in the department and compile monthly reports.
• Facilitate Departmental training needs assessment and conduct Work Skills Plan workshop.
• Provide assistance in the development of training programs and implement WSP according to delegations.
• Develop new training programmes and analyse skills development gaps.
• Facilitate the allocation of Bursaries and implementation of induction programmes.
• Provide support on human resource administration enquiries and render policy advisory service based on legislative mandates.
• Supervise staff and resources in the sub-directorate and assist in the implementation of approved resolutions.
