ASSISTANT DIRECTOR: SUPPLY CHAIN MANAGEMENT

Job Overview

An Assistant Director: Supply Chain Management position is available within the Branch: Water and Sanitation Services Management in Kimberley, Northern Cape (Level 09, R487 197 per annum). Candidates must possess an NQF level 7 qualification in Supply Chain Management or Finance, three years of supervisory experience in SCM, logistics, and demand management, and a valid driver's license. Key responsibilities include managing demand, acquisition, logistics, and contracts, ensuring compliance with the PFMA and Treasury Regulations, utilizing the LOGIS system, and supervising personnel.

Requirements & Qualifications

• A relevant tertiary qualification at NQF level 7 in Supply Chain Management / Finance.
• Three (3) years supervisory working experience in supply chain management, logistic and demand management.
• The disclosure of a valid unexpired driver’s license.
• Excellent communication skills both written and verbal.
• Good planning and organizing skills.
• Computer literate with sound knowledge of Microsoft Office (MS Word, MS Excel, MS Outlook, MS PowerPoint) and Internet Explorer.
• Knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, Broad Based Black Economic Empowerment Act 53 of 2003, and Preferential Procurement Policy Framework Act.
• Knowledge of contract management, strategic sourcing, and public sector supply chain management models and processes.
• Programme and project management skills.
• Problem solving and analysis, people and diversity management, client orientation, and customer focus.
• Accountability and ethical conduct.
• Knowledge of Supply Chain Management Regulations, practice notes, circulars, and policy frameworks.
• Ability to work on Government Logistical System and LOGIS system.
• Excellent interpersonal relation skills.

Key Duties & Responsibilities

• Manage and supervise demand, acquisition, logistic, and contract management.
• Ensure full compliance to all acquisition, logistic, and demand management prescripts, policies, practice notes, and delegations of authority.
• Develop and maintain internal control measures for procurement and ensure effective management of the supply chain demand process.
• Compile, consolidate, and coordinate inputs in the Demand Management Plan, ensuring procurement aligns with the approved plan.
• Ensure effective utilization of the CSD and transversal contracts.
• Manage acquisition including bid administration, assisting in the compilation of terms of reference, specifications, and bid documents.
• Provide secretariat support to bid committees, administrative duties during briefing sessions, and assistance in reviewing TOR scopes.
• Monitor validity periods of closed tenders and coordinate the execution of the bidding process, including arranging and attending bid evaluation committee meetings.
• Manage the process of sourcing quotations and ensure effective coordination and management of logistical services.
• Manage and oversee administration of requisitions, deliveries, and inventory replenishments ensuring regulatory compliance.
• Ensure proper document control and verify documents submitted to logistics for order creation comply with acquisition management prescripts.
• Implement and oversee risk and performance management strategies in the SCM unit, identifying and mitigating risks.
• Manage contracts including price adjustments, variations, legal services vetting, cancellations, and project close-off reconciliations.
• Attend to administrative matters, correspondence, and complex enquiries promptly.
• Compile, verify, and report on monthly SCM performance reports.
• Ensure implementation and compliance with National Treasury Instruction Notes and Departmental SCM Policy.
• Manage and supervise employees to ensure an effective SCM service, undertaking financial and human resources administration including PMDS performance assessments.
