Job Overview

The Department of Social Development, Western Cape Government, is advertising for a Director: Business Planning and Monitoring (Ref No: DSD 90/2026) with an all-inclusive salary package of R1 317 384 per annum. Requirements & Qualifications

• A relevant NQF level 7 qualification or equivalent as recognised by SAQA
• A minimum of 5 years' experience in middle/senior management experience
• Expert knowledge of and working experience with legislation, regulatory frameworks, policies and best practices bearing on line functions
• Expert knowledge of strategic management processes
• Knowledge of information systems aiding knowledge and information management
• Programme and project management competencies
• Procurement and tendering processes knowledge
• Policy development, strategy management, monitoring and review processes
• Modern systems of governance and administration
• Public service procedures, processes and systems
• Understanding of constitutional, legal and institutional arrangements governing the South African public sector
• Public finance, human resources and discourse management processes
• Knowledge of the Public Finance Management Act, National and Provincial Treasury Regulations, financial policies, prescripts, directives and collective agreements
• Understanding of the functioning of the Province and activities of sister departments
• Knowledge of the policies of the government of the day

Key Duties & Responsibilities

• Coordinate the strategic and operational planning processes for the Department
• Ensure the development and alignment of departmental policies
• Enhance departmental performance monitoring, review and reporting
• Provide corporate communication and customer care services
• Define and review on a continual basis the purpose, objectives, priorities and activities of the Directorate
• Drive the Directorate’s strategic planning process and business plans development
• Evaluate the performance of the Directorate on a continuing basis against predetermined key measurable objectives and standards
• Report to the Chief Director on regular activities and matters of substantial importance relating to business planning and monitoring
• Monitor and ensure compliance with relevant legislation and prescripts regarding record-keeping and resources
• Foster and promote a culture of innovation within the Directorate and Department
• Participate in the recruitment of employees in numbers and grades appropriate to ensure achievement of the Business Plan
• Motivate, train, guide, and actively manage performance and discipline of employees within the Directorate
• Manage participation in the budgeting process, preparation of Annual and Adjustment Budgets
• Assume direct accountability for efficient, economic and effective control and management of the budget, expenditure, tender/procurement procedures, and contract management
• Ensure spending aligns with strategic objectives, report on finances, manage assets, and maintain risk management procedures
