DIGITAL GOVERNMENT TEAM LEADER: IT PLANNING AND DEVELOPMENT

Job Overview

The Department of the Premier, Western Cape Government, is hiring a Digital Government Team Leader: IT Planning and Development (Level 11). The role requires a 3-year tertiary qualification and at least 3 years of middle management experience. Responsibilities include supporting digital government strategies, conducting technology research, managing project delivery, fostering strategic partnerships, and coordinating feedback campaigns. Candidates must possess strong leadership, project management, and public service regulatory knowledge.

Requirements & Qualifications

• An appropriate 3-year tertiary qualification (National Diploma/B-Degree)
• A minimum of 3 years’ experience on a middle management level
• Knowledge of and working experience with legislation, regulatory frameworks, policies, and best practices bearing on line functions
• Knowledge and understanding of information systems that aid in the management of knowledge and information
• Knowledge and understanding of project management and operational management practices
• Knowledge of mentoring and coaching practices
• Knowledge of national and provincial instruments and legislation pertaining to human resources, financial management, and supply chain management
• Understanding of government policies (national and provincial), provincial government functions and services, and the statutory framework governing the broad management of the public service
• Knowledge of staff performance management systems, disciplinary, and grievance procedures
• Skills in Numeracy, Literacy, Computer Literacy, Language, Project Management, Accounting, Finance, and Audit
• Analytical, benchmarking, conceptual, interpretive, formulation, diagnostic, and facilitation skills
• Strong leadership, influencing, innovative problem-solving, negotiation, networking, planning, organizing, presentation, research, team building, and interpersonal skills

Key Duties & Responsibilities

• Support the development, implementation, and alignment of digital government strategies, implementation plans, and policies
• Conduct technology research, and promote and showcase innovation in emerging technologies to inform and enhance policy development
• Manage the delivery of digital government initiatives, ensuring completion in accordance with best practices and WCG project management methodologies
• Foster collaboration by building and maintaining strong partnerships with national and local government structures, WCG departments, external agencies, Academia, and residents to support co-creation and digital government initiatives
• Coordinate and lead feedback campaigns to collate resident impact on digital government initiatives
