DEPUTY DIRECTOR: TRAINING MANAGER (EPWP)

Job Overview

The Department of Public Works and Infrastructure is hiring a Deputy Director: Training Manager (EPWP) based at the Gqeberha Regional Office on an all-inclusive salary package of R1 101 468 per annum. Applicants must hold an NQF Level 6 qualification in HR, Public Administration, or related fields, alongside junior management experience in training and skills development. Responsibilities include coordinating EPWP participant training, managing budgets, ensuring audit compliance, overseeing reporting data integrity, and managing the sub-directorate.

Requirements & Qualifications

• A minimum of three-year tertiary qualification (NQF Level 06) or National Diploma in Human Resources Development, Human Resource Management, Public Administration, Public Management, Behavioural Sciences, Sociology, Psychology, or Education.
• Relevant years of experience in Training and Skills Development Coordination and Management field at a junior management level (Assistant Director equivalent).
• Valid driver’s license.
• Prepared to travel extensively.
• Willing to adapt to work schedule in accordance with office requirements and long working hours.
• Knowledge of Disciplinary and Dispute Resolution procedures, Social Facilitation, Project Management, Developmental Studies, Contract Management, Supply Chain Management and Procurement Procedures.
• Knowledge of ETD and Skills Development Environment including SETA knowledge, Post School Training Knowledge, National Skills Development Strategy, and National Human Resource Development Strategy.
• Knowledge of regulatory framework related to HR development including the Skills Development Act, Ministerial Determination, Employment Equity Act, Basic Conditions of Employment Act, Labour Relations Act, Public Finance Management Act (PFMA), and others.

Key Duties & Responsibilities

• Coordinate and support the training of EPWP participants, including managing the submission and verification of training applications.
• Present training applications to the EPWP Approval Training Committee for approval.
• Manage the preparation process of trainings, including logistical meetings, public body preparedness, training provider preparedness, and venue due diligence.
• Monitor training performance to ensure good quality, profile interventions, conduct training events, and manage records according to guidelines.
• Support EPWP Sectors and public bodies in training interventions, procurement processes, and claims verification.
• Respond to audit requests, implement resolutions of training audits in the province, and resolve challenges.
• Coordinate EPWP reporting of training performance, monitor data integrity, and ensure compliance with reporting guidelines.
• Manage the sub-directorate, including operational planning, performance management, internal controls, and budget allocation.
• Supervise and manage the EPWP training Unit in the Region, providing guidance to Assistant Directors.
