DEPUTY DIRECTOR: S/DIR: ECD CENTRES - CONDITIONAL GRANT (PROV MANAGER E-CARES)

Job Overview

A 3-year contract vacancy exists for a Deputy Director: S/DIR: ECD Centres - Conditional Grant (Prov Manager E-CARES) at Head Office, Mbombela, with an all-inclusive salary of R932 292 per annum. Requirements include an NQF 7 qualification, 5 years of relevant ECD experience, a valid driver's license, project management skills, and knowledge of government prescripts and ECD sector processes. Responsibilities involve gathering national business reform plans, developing provincial implementation plans, coordinating registration and subsidy processes, stakeholder engagement, and monitoring district reports. Appointment is subject to competency and integrity assessments.

Requirements & Qualifications

• An undergraduate qualification (NQF 7) as recognised by SAQA in the relevant field or equivalent qualification.
• Minimum of 5 years relevant experience in an ECD environment.
• Valid driver's license.
• Knowledge of the key challenges in the ECD sector and how these can be mediated to improve quality of learning outcomes.
• Knowledge of key business processes in the ECD sector, including registration, subsidy management and reporting processes.
• Knowledge of and ability to work with critical stakeholders within the ECD sector.
• Experience in all processes required in project management to deliver projects according to plans, time and budget.
• Ability to translate strategy into operational reality and align communication, people, culture, processes, resources and systems.
• Ability to write clearly and understandably with good interpersonal relations and the ability to handle pressure.
• Good and functional knowledge of Government prescripts, monitoring, evaluation and reporting systems.

Key Duties & Responsibilities

• Gather national business process reform plans and interpret them in line with provincial requirements.
• Facilitate the adaptation of national plans to develop integrated provincial implementation plans on ECD registration, infrastructure support, subsidy management and quality assurance.
• Coordinate the development, execution and monitoring of provincial Silver/Gold registration and subsidy implementation plans across all districts.
• Enable and support execution of the Provincial Programme Management Unit (PPMU) governance structures and processes.
• Plan, coordinate and facilitate all training related to new ECD business processes at provincial and district levels.
• Coordinate all planned engagements of key departments and sector stakeholders critical towards delivery of new ECD business processes.
• Coordinate ECD programme support requirements from district officials and supporting functional departments.
• Coordinate execution of stakeholder identification, engagements and communication through standard provincial communication channels.
• Monitor provincial plans and track implementation of plans for all related districts.
• Consolidate provincial reports by facilitating inputs from district supervisors and functional leads, and monitor dashboards.
