Job Overview

The Western Cape Government Department of Police Oversight and Community Safety is hiring a Deputy Director: Project Implementation 2 (Ref No: POCS 11/2026). This is a Level 11 post with an all-inclusive salary package of R932 292 per annum. Applicants must possess an appropriate 3-year National Diploma or B-Degree and a minimum of 3 years middle management experience, along with extensive knowledge of project management, public finance, and safety frameworks. Requirements & Qualifications

• An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification)
• A minimum of 3 years middle management experience
• Working knowledge and understanding of legislation, regulatory frameworks, policies and best practices relevant to line functions
• Working knowledge of information systems for knowledge and information management
• Knowledge of project management, operational management practices, and procurement and tendering processes
• Knowledge of policy development, operational management, monitoring and review processes
• Knowledge of modern systems of governance and administration, and public service procedures
• Knowledge of regional and local political, economic and social affairs impacting the Western Cape
• Knowledge of constitutional, legal and institutional arrangements governing the South African public sector
• Knowledge of public finance, human resources, and discourse management processes
• Knowledge of the Public Finance Management Act (PFMA), National and Provincial Treasury Regulations, and financial policies
• Understanding of Labour Relations legislation and regulations, and performance management
• Skills in numeracy, computer literacy, language, project management, accounting/finance/audit, and analytical thinking
• Skills in strategic thinking, policy implementation, conflict resolution, monitoring, evaluation and reporting
• Skills in presentation, problem solving, research, and networking

Key Duties & Responsibilities

• Manage and facilitate the initiation, implementation and monitoring of safety programmes, services and partnership initiatives according to the Western Cape Strategic Framework (safety plans)
• Manage stakeholder relationships for the support and effective functioning of safety partnerships
• Plan and manage the work of and account for the overall performance of the Sub-directorate
• Handle records and information management
• Perform people management duties
• Manage financial resources and budgets
