DEPUTY DIRECTOR: PORTFOLIO MANAGEMENT (PRESTIGE ESTATE MANAGEMENT)

Job Overview

A Deputy Director: Portfolio Management (Prestige Estate Management) position is available at the Cape Town Regional Office with an all-inclusive salary package of R1 101 468 per annum. Applicants must possess an NQF Level 06 qualification in Public Management, Property Management, Real Estate, or Built Environment, alongside appropriate Assistant Director-level experience in asset, property, or facilities management. Responsibilities include managing official accommodation for MPs and DGs, overseeing prestige projects, client relations, asset maintenance, and budget monitoring under GIAMA and PFMA regulations.

Requirements & Qualifications

• A minimum of three-year tertiary qualification (NQF Level 06) or National Diploma in Public Management, Property Management, Real Estate, Built Environment or related field.
• Appropriate years of experience in Asset (immovable) Management, Property Management or Facilities Management at an Assistant Director level.
• A valid Driver’s license.
• Knowledge of Asset (immovable) Management, Property Management, Government Immovable Asset Management Act (GIAMA) 2007, and Public Finance Management Act (PFMA) 1999.
• Knowledge of market research, property economics, treasury regulations, government budget procedures/timeframes (MTEF), financial management and administration, project management, construction regulations, Works Control System (WCS), procurement directives, and tender procedures.
• Skills in effective communication, advanced report writing, computer literacy, planning and organizing, diplomacy, interpersonal relations, policy analysis and development, problem-solving, presentation, budgeting, and facilitation.

Key Duties & Responsibilities

• Manage the provision and allocation of official accommodation for Directors-General, Members of Parliament (MPs), and sessional officials.
• Ensure provision of safety and security within the residences and coordinate prestige projects.
• Coordinate state events, functions, rental debt management, access control, and visitor screening.
• Conduct regular property occupation verifications and coordinate asset maintenance with the Facilities Management unit.
• Provide inputs for annual conditions assessment programs, capital works, planned and unplanned maintenance budgets, and expenditure.
• Manage the procurement process of new assets, bi-annual movable asset verification, and antique furniture preservation.
• Manage prestige client relations, communication channels, requests, complaints, and compile reports, memos, and responses to parliamentary questions.
• Control and monitor the Parliamentary Villages Management Board budget and manage contracts of transport service providers for MPs.
• Coordinate Parliamentary Villages Management Board meetings and ensure compliance with the Parliamentary Villages Management Act and related regulations.
