DEPUTY DIRECTOR: FINANCE

Job Overview

A Deputy Director: Finance position is available in Sekhukhune District with a salary of R932 292 per annum (Level 11). Candidates must possess a Grade 12 certificate and an NQF level 07 qualification in Financial Accounting, Financial Management, Supply Chain Management, Logistics, or Asset Management, alongside five years of relevant finance experience, including three years at a junior management level. Key duties include managing the budget, acquisition services, logistics and asset management, revenue collection, salaries, accounts, expenditure, and human resources. A valid driver's license is required, except for applicants with disabilities.

Requirements & Qualifications

• Grade 12/Matric
• Qualification at NQF level 07 as recognised by SAQA in Financial Accounting, Financial Management, Supply Chain Management, Logistics, or Asset Management
• Five years’ relevant experience in Finance
• Three (3) years must be at junior Management level (Assistant Director level)
• Valid driver’s license, with the exception of applicants with disabilities
• Knowledge and Skills: Strategic Capability and Leadership, People Management and Empowerment, Financial Management, Knowledge Management, Problem solving and analysis, Customer focus, Communication
• Knowledge of relevant Public Service Acts, regulations and frameworks
• Knowledge and understanding of policy analysis, development and interpretation, Treasury Regulations
• Knowledge and understanding of Supply Chain Management procedures, Procurement Procedures, PFMA, DORA, PPPFA

Key Duties & Responsibilities

• Manage Budget: Facilitate financial planning, budgeting, district financial reporting, cash flow monitoring, and compliance with financial prescripts.
• Provide acquisition services: Compile and manage execution of procurement plans, setup Bid Committees, and oversee bidding and sourcing processes.
• Provide logistics and assets management services: Design inventory policies, manage movable assets, district stores, and stock-taking.
• Manage Revenue collection: Monitor policy implementation, revenue collection, expenditure incurred, cashier, banking, and debt management.
• Manage salaries, accounts and expenditure: Authorize salary transactions, monitor payroll, and undertake expenditure management and accounting work.
• Manage resources (Human, Financial and Equipment): Coordinate budget monitoring, evaluate employee performance, ensure staff capacity development, and manage discipline.
