DEPUTY DIRECTOR: DEPARTMENTAL COMMUNICATION

Job Overview

The Department of Infrastructure, Western Cape Government, is hiring a Deputy Director: Departmental Communication under reference DOI 74/2026 with an all-inclusive salary package of R932 292 per annum (Level 11). Candidates require an NQF level 6 qualification and at least 3 years of middle management experience. Key duties involve managing departmental communications service level agreements, media liaison services, language and translation services, people management, and financial management for the sub-directorate.

Requirements & Qualifications

• A qualification at NQF level 6 (equivalent or higher qualification)
• A minimum of 3 years’ middle management experience
• Working knowledge and understanding of legislation, regulatory frameworks, policies and best practices bearing on line functions
• Knowledge of information systems aiding knowledge and information management
• Knowledge of Project management and Operational management practices
• Knowledge of Procurement and tendering processes
• Knowledge of Policy development, operational management, monitoring and review processes
• Knowledge of Modern systems of governance and administration, and Public service procedures
• Knowledge of Regional and local political, economic and social affairs impacting the Western Cape provincial government
• Knowledge of Constitutional, legal and institutional arrangements governing the South African public sector
• Knowledge of Public finance, human resources, and discourse management processes
• Knowledge of Public Finance Management Act (PFMA), Treasury Regulations, and financial policies
• Knowledge of Labour Relations legislation and regulations, and Performance management
• Skills in Numeracy, Computer Literacy, Language skills, and Project Management
• Skills in Planning and organising, Financial management, and People management
• Skills in Communication (written and oral), Relationship management, and Presentation
• Skills in Report writing, Project management and administration, Motivational, and Facilitation

Key Duties & Responsibilities

• Operationally manage the Departmental communications service level agreement with the Department of the Premier (DotP) Corporate Communications Unit
• Manage the Departmental media liaison service
• Manage and plan the provision of language and translation services
• Perform People Management functions
• Perform Financial Management functions
• Plan and manage the work of and account for the overall performance of the Sub-directorate
