DEPUTY DIRECTOR: INTERGOVERNMENTAL RELATIONS (IGR)

Job Overview

The Western Cape Government's Department of Local Government is hiring a Deputy Director for Intergovernmental Relations (IGR) under reference LG 28/2026. The position offers an all-inclusive salary package of R932 292 per annum (Level 11). Candidates must hold an appropriate NQF level 6 qualification or higher and have at least 3 years of middle management experience. Responsibilities include managing the IGR Unit, fostering inter- and intra-governmental relations, monitoring IGR structures in district municipalities, and overseeing financial and people management.

Requirements & Qualifications

• An appropriate NQF level 6 (equivalent or higher qualification)
• A minimum of 3 years middle management experience
• Working knowledge and understanding of legislation, regulatory frameworks, policies and best practices bearing on line functions
• Knowledge of information systems aiding knowledge and management of information
• Project management and operational management practices
• Procurement and tendering processes
• Policy development, and operational management, monitoring and review processes
• Modern systems of governance and administration
• Public service procedures, processes and systems
• Regional and local political, economic and social affairs impacting provincial government of the Western Cape
• Constitutional, legal and institutional arrangements governing the South African public sector
• Knowledge of public finance, human resources, and discourse management processes
• Knowledge of the Public Finance Management Act, National and Provincial Treasury Regulations, and financial policies
• Understanding of the functioning of the province and activities of sister departments
• Knowledge of policies of the government of the day, Labour Relations legislation, and performance management
• Skills in numeracy, computer literacy, language, project management, accounting, finance, and audit

Key Duties & Responsibilities

• Develop and manage the Intergovernmental Relations Unit
• Provide forums, processes and mechanisms for the maintenance of sound inter- and intra-governmental relations
• Monitor the effective and efficient functioning of IGR structures within District municipalities
• Plan and manage the work of and account for the overall performance of the Sub directorate
• Perform people management duties
• Perform financial management duties
