Job Overview

The Department of Human Settlements is hiring two Construction Project Managers Grade A in the Chris Hani Region (Queenstown) on an all-inclusive OSD salary package of R914 517 per annum. Candidates must possess a Built Environment qualification (National Higher Diploma, BTech, or Honours Degree), relevant experience, and compulsory registration with the SACPCMP upon appointment. Responsibilities span project initiation, planning, implementation, and close-out, including contractor management, stakeholder engagement, and quality assurance. Requirements & Qualifications

• National Senior Certificate
• National Higher Diploma in a Built Environment field with a minimum of 4 years and 6 months certified experience
• OR BTech in a Built Environment field with a minimum of 4 years certified managerial experience
• OR Honours Degree in any Built Environment field with a minimum of 3 years experience
• Compulsory registration with the SACPCMP as a Professional Construction Project Manager on appointment
• Knowledge of Human Settlements policies and legislative frameworks
• Knowledge of Built environment standards, CIDP regulations, financial and contract management, stakeholder and community engagement
• Good communication, project management, presentation, report writing, negotiation, facilitation, analytical, critical thinking, and conflict management skills
• Ability to work in a team
• Computer literate
• Must possess a valid driver's licence

Key Duties & Responsibilities

• Co-ordinate the project initiation stage and open the project file
• Provide input during the development of the procurement strategy and Terms of Reference (T.O.R)
• Prepare Professional Service Provider's (PSP) payment certificate for the feasibility report
• Coordinate the project planning and design stage and organise meetings with appointed PSP and municipalities
• Prepare submission payment certificates for SCM returnable schedules and Service Level Agreement (SLA) development inputs
• Prepare payment certificates to PSP for Geotech, Environmental Impact Assessment, house plans, and design reports
• Submit project enrolment file to the Project Management Unit and present TOR to Bid Specification Committee
• Liaise with PSPs for site handover and coordinate the project implementation stage
• Facilitate the construction and rectification of services and housing units
• Draft invitation letters for stakeholder introductions and liaise with contractors for document handover
• Issue building drawings, milestone breakdowns, PIPs, and specifications to Control Works Inspector
• Liaise with Social Facilitation and Beneficiary Administration units for Project Steering Committees and Community Liaison Officer
• Conduct progress and technical meetings and site visits to monitor progress
• Verify value created on site, validate and process project claims, and make follow-ups on payments
• Prepare and submit quarterly contractor performance reports and analyse expenditure against value created
• Provide input during preparation of variation orders and prepare motivations for non-performance notices
• Prepare and present reports and provide support to stakeholders during visits and verifications
• Coordinate project Close-Out stage, facilitate close-out reports, validate documents, and submit project files
