Job Overview

A Chief Engineer Grade A position is available at Frere Tertiary Hospital in Buffalo City Metro within the Eastern Cape Department of Health. The role requires a Mechanical Engineering degree, ECSA registration, six years of post-qualification experience, and a valid GCC Factories certificate. Responsibilities include statutory compliance under GMR 2.1, engineering governance, maintenance and asset management, budget and project control, and people leadership. Requirements & Qualifications

• National Senior Certificate
• Degree in Mechanical Engineering (B Eng/BSC (Eng) or relevant qualification
• Six (6) years post qualification experience required as a registered professional Engineer
• Compulsory registration with ECSA as Professional Engineer
• Valid Government Certificate of Competency (GCC Factories) highly mandatory for plants exceeding 3000 kW / 10000 kVA
• Programme and project management competencies
• Engineering design and analysis knowledge
• Research and development capabilities
• Computer-aided engineering applications knowledge
• Knowledge of legal compliance, technical report writing, creating high performance culture, professional judgment, and networking
• Strategic capability and leadership, problem solving and analysis, decision making, team leadership, creativity, financial management, customer focus and responsiveness, communication, computer skills, people management, planning and organising, conflict management, negotiation skills, and change management
• Comprehensive knowledge of the Public Service Act, PFMA, and the OHS Act
• Strong engineering risk evaluation, root cause analysis, and strategic logic
• Exceptional technical report writing and professional communication skills
• A valid Driver’s licence
• Computer literate

Key Duties & Responsibilities

• Formally accept the written GMR 2.1 appointment to oversee all machinery maintenance and safety requirements as per the OHS Act regulations and standards
• Enforce occupational health and safety standards, lead incident investigations, conduct safety risk audits, and liaise with the Department of Employment and Labour inspectors
• Develop, manage, and audit preventive, corrective, and predictive engineering maintenance systems to maximize plant and equipment uptime
• Control Capex and operational budgets, manage site services, maintenance projects and coordinate Maintenance & Repair shutdowns
• Supervise technical staff, manage workplace discipline, and monitor performance and development
