CHIEF DIRECTOR: POLICY AND STRATEGY

Job Overview

The Western Cape Government Department of the Premier is hiring a Chief Director: Policy and Strategy on a Level 14 salary scale (R1 554 696 per annum). Candidates require an NQF Level 7 qualification and a minimum of 5 years of relevant senior management experience. The role involves providing strategic management, high-level policy analysis, transversal coordination, managing integrated provincial strategic planning, and supporting provincial human social development and economic strategies.

Requirements & Qualifications

• A Qualification at NQF Level 7 as recognised by SAQA
• A minimum of 5 years relevant senior management level experience
• Proven working knowledge and relevant working experience of legislation, regulatory frameworks, policies and best practices bearing on line functions
• Knowledge of information systems, procurement and tendering processes
• Experience in policy development, strategy management, monitoring and review processes
• Understanding of modern systems of governance and administration
• Knowledge of global, regional and local political, economic and social affairs impacting the Western Cape provincial government
• Understanding of the functioning of the Province and activities of sister departments
• Core competencies: Strategic Capability and Leadership, People Management and Empowerment, Programme and Project Management, Financial Management, Change Management
• Skills: Networking, conceptual and formulation skills, thought leadership in complex applications, team building, strong interpersonal skills, planning, organising

Key Duties & Responsibilities

• Provide strategic management, advice and guidance in respect of high-level policy analysis, transversal coordination, and innovative policy and strategy development
• Facilitate research and analysis of the provincial policy environment and identify critical areas for government intervention, including futures capability
• Analyse national and provincial policies, strategies and laws, preparing provincial responses and sensitising Cabinet on implications
• Ensure WCG legislation, policies and strategies align with the Provincial Strategic Plan, long-term plans, and human rights obligations
• Support the provincial executive regarding the provincial human social development strategy and economic strategy
• Advise on the macro prioritisation of the provincial budget in consultation with Provincial Treasury for HD Social and Economic sectors
• Facilitate the initiation of new integrated government programmes and projects in pursuance of provincial strategic priorities
• Continuously assess progress with the implementation of provincial programmes, projects and plans, advising on the management of blockages
• Coordinate support for the Premier and DG in their participation in intergovernmental structures and forums
• Manage integrated provincial strategic planning including departmental strategic and annual performance plans alignment
