CHIEF DIRECTOR: HUMAN RESOURCE MANAGEMENT & DEVELOPMENT

Job Overview

A vacancy exists for a Chief Director: Human Resource Management & Development at Zwelitsha (Reference: DOE01/08/2026). The position requires an NQF Level 7 qualification in HR or related fields, an SMS Nyukela Certificate, a valid driver's licence, and at least 5 years of SMS-level experience. Responsibilities include strategic HR planning, policy implementation, budget management, and human resource development oversight. The salary package ranges from R1 554 696 to R1 858 821 per annum.

Requirements & Qualifications

• An appropriate recognised NQF Level 7 qualification in Human Resource Management, Human Resource Development, Public Administration, Public Management, Industrial Psychology or a related field.
• A postgraduate qualification at NQF Level 8 or higher will be an added advantage.
• Nyukela Certificate for entry into the Senior Management Service (SMS).
• A valid driver's licence.
• A minimum of five (5) years' experience at the Senior Management Service (SMS) level within a Human Resource Management and Development environment.
• Extensive experience in the implementation of Human Resource Planning & Information Management Systems.
• Proven knowledge and experience in Risk Management, Internal Control Systems, Compliance Management and the implementation of risk mitigation strategies.
• Sound knowledge of the Public Service Act, Public Service Regulations, Employment of Educators Act, Skills Development Act, Employment Equity Act, Labour Relations Act, PFMA, Treasury Regulations and other relevant legislation governing Human Resource Management and Development.
• Demonstrable advanced strategic capability and leadership; analytical, conceptual, and writing skills.
• Strong leadership, people management and empowerment, problem solving and interpersonal skills.
• Good programme and project management skills.
• Competency in policy development and government procedures on public finance and supply chain management.

Key Duties & Responsibilities

• Participate in the Chief Directorate's strategic planning processes and contribute to the achievement of departmental strategic objectives.
• Monitor and ensure compliance with relevant legislation, policies, regulations, and prescripts, including maintaining adequate recordkeeping systems.
• Assume responsibility for the efficient, economical, and effective management and control of the Chief Directorate's budget and expenditure.
• Manage and facilitate the provision of Human Resource Management and Development services, including policies, strategies, and procedures.
• Provide strategic leadership, guidance, and advice on human resource management practices such as appointments, leave administration, and conditions of service.
• Manage the coordination and implementation of human resource utilisation and development programmes, including performance management and reward systems.
• Lead and facilitate human resource planning, workforce strategies, and human resource information systems.
• Conduct research and develop innovative human resource solutions, digital platforms, and electronic toolkits to improve efficiency.
• Promote continuous improvement and modernisation of human resource processes through technology and best practices.
• Delegate functions to staff, provide guidance, and ensure the development of job descriptions, Work Plans, and Personal Development Plans (PDPs).
• Manage daily employee performance, conduct timely performance assessments, and ensure management, maintenance, and safekeeping of assets.
