ASSISTANT DIRECTOR: SUPPLY CHAIN MANAGEMENT (ACQUISITION MANAGEMENT)

Job Overview

The Department of Sport, Recreation, Arts and Culture (DSRAC) is seeking an Assistant Director: Supply Chain Management (Acquisition Management) at Head Office in Qonce. The successful candidate will manage demand and acquisition processes, maintain asset registers, oversee logistics, ensure legislative compliance with PFMA and PPPFA, and supervise staff. Requirements include an NQF Level 6/7 qualification in Supply Chain, Finance, or related fields, plus three years of supervisory experience in SCM and proficiency in LOGIS and BAS.

Requirements & Qualifications

• National Senior Certificate
• National Diploma (NQF L6) or B Degree (NQF L7) in Supply Chain Management / Procurement Management / Logistics Management / Purchasing Management / Financial Management / Accounting
• Minimum of three years of experience in a Supply Chain Management environment, particularly in acquisition/procurement at a supervisory level (SL 7 / 8)
• Good understanding of the Public Service Supply Chain Management Framework, PFMA, Treasury Regulations, and PPPFA
• Good knowledge of financial systems (LOGIS and BAS)
• Technical proficiency in SCM and Acquisition Management
• Sound analytical, problem-solving, communication, and report writing skills
• Leadership, supervisory, strategic management, conflict management, financial management, and people management skills
• Administrative, coordination, organizational, and computer skills
• Ability to work under pressure and independently
• Valid code 08 driving license

Key Duties & Responsibilities

• Monitor the implementation of demand and acquisition processes including coordinating quotations and compiling demand and procurement plans
• Ensure compliance with BBBEE and PPPFA regulations and oversee secretariat functions of Bid Committees
• Maintain and reconcile the up-to-date asset register with BAS and conduct quarterly physical verifications
• Manage asset movement, barcoding, safekeeping, and asset disposal processes
• Perform logistics management tasks including quarterly stock counts and monitoring stationery ordering and storage
• Implement policies to minimize risk of losses and manage loss control reporting
• Manage allocated resources of the Sub-directorate, delegate functions, and provide guidance and training
• Develop job descriptions, work plans, PDPs, and conduct performance assessments for subordinates
