ASSISTANT DIRECTOR: SUPPLY CHAIN MANAGEMENT

Job Overview

An Assistant Director: Supply Chain Management position is available at the Mzimvubu Tsitsikamma Catchment Management Agency in Kugompo (Ref No: MTCMA 14). The role requires a tertiary qualification at NQF level 7 in Supply Chain Management, three years of supervisory experience, a valid driver's license, and practical SAP experience. Key duties include coordinating procurement needs, managing demand and bidding processes, overseeing contract administration, ensuring compliance with PFMA and Treasury Regulations, and supervising staff and asset management within the section.

Requirements & Qualifications

• A relevant tertiary qualification at NQF level 7 in Supply Chain Management or relevant qualification.
• Three (3) years related supply chain management supervisory experience.
• The disclosure of a valid unexpired driver’s license.
• Understanding of Supply Chain Management policies and procedures, principles and practice of financial accounting.
• Practical experience in SAP system with computer literacy skills.
• Knowledge and understanding of Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework (PPPFA) and all applicable SCM guidelines, policies, practices, and procedures.
• Knowledge of equal opportunities and affirmative action guidelines and laws.
• Knowledge of administrative clerical procedures and government financial systems.
• Problem solving and Analysis, people and diversity management, client orientation and customer focus, accountability and ethical conduct.

Key Duties & Responsibilities

• Coordinate, review, research, analyse and plan the procurement needs of the Cluster.
• Coordinate, review, collect and gather information for the annual demand management plan/procurement plan of the Cluster.
• Manage and review specifications received from end users.
• Implement and maintain the updating of the vendor data on SAP.
• Coordinate, review and execute the bidding process and quotation invitations from Central Supplier Database.
• Serve as the secretariat for all Cluster Bids & Specification Committees.
• Manage, supervise, monitor, analyse and determine actions to ensure proper contract administration and compliance.
• Manage, supervise and monitor supplier performance according to the contract and Service Level agreement.
• Manage and supervise employees to ensure an effective Supply Chain Management service, including financial and HR administration.
• Control and safeguard all Supply Chain documentation and manage assets within the section.
• Supervise and undertake risk management assessments and implement fraud and abuse prevention strategy for SCM.
