Job Overview

An Assistant Director: Human Resource Management position is available at the Mzimvubu Tsitsikamma Catchment Management Agency in Kugompo (Ref No: MTCMA 13). The role offers a salary of R487 197 per annum (Level 09). Requirements include an NQF level 6 qualification in HR Management or Public Administration, 5 years of relevant HR experience with 3 at a supervisory level, a valid driver's license, and a PERSAL Introduction Certificate. Key duties involve implementing HR policies, managing recruitment, overseeing HR systems like PERSAL and BAS, and providing expert HR guidance.

Requirements & Qualifications

• A relevant NQF level 6 qualification in Human Resource Management/Public Administration/ Management
• Five (5) years relevant experience in Human Resource Management of which three (3) years should be at supervisory level
• The disclosure of a valid unexpired driver’s license
• PERSAL Introduction Certificate
• Ability to interpret Policies and Legislation
• Knowledge of Public Service Regulations, Basic Conditions of Employment Act, Employment Equity Act, Government Employment Medical Scheme, Policy on Incapacity and ill health Retirement, Housing Allowance
• Knowledge of policy development and implementation
• Knowledge of HR transactions and recruitment, selection, and appointment procedures
• Knowledge of PERSAL and BAS System, Pension Case Management, and Comp Easy System
• Knowledge of equal opportunities and Affirmative action guidelines and laws
• Financial management and knowledge of PFMA
• Programme and Project Management skills
• Problem solving, analytical, communication, and interpersonal skills

Key Duties & Responsibilities

• Implement HR transactions policies and strategies, analyse current policies and departmental strategic objectives
• Monitor the implementation of human resource policies and evaluate HR information policy compliance
• Implement HR transactions systems and database, develop implementation plans and conduct roadshows
• Give expert advice to managers on the implementation of HR transactions policies, guidelines, and information
• Provide Guidance on COIDA, advice and guidance to employees regarding IOD matters, and submit cases of IOD to DOL
• Maintain database of HR transactions, ensure accurate HR data, and issue monthly reports for managers
• Ensure proper filing and safekeeping of HRM documents
• Administer recruitment and selection in the region, including advertising vacant posts, drafting submissions, and serving on panels
• Provide Organizational Development, Employee Relations, Human Resource Development and Employee Health & Wellness services
