ASSISTANT DIRECTOR: DISTRICT AND LOCAL PERFORMANCE MONITORING

Job Overview

The Western Cape Government's Department of Local Government is hiring an Assistant Director for District and Local Performance Monitoring on a salary level 09. Candidates require an NQF level 6 qualification in Public Administration or equivalent, alongside at least 3 years of relevant experience. Key duties include coordinating the draft annual Municipal Performance report under the Municipal Systems Act, evaluating municipal compliance data, developing support recommendations, and analysing compliance trends.

Requirements & Qualifications

• A qualification at NQF level 6 in Public Administration or an appropriate diploma
• A minimum of 3 years of relevant experience
• Working knowledge of legislation, regulatory frameworks, policies and best practices bearing on line functions
• Understanding of information systems, Municipal Systems Act, Municipal Structures Act, and Public Finance Management Act
• Competency in project management, operational management, and procurement processes
• Skills in analyzing municipal budgets, financial management systems, computer literacy, and data analysis

Key Duties & Responsibilities

• Coordinate the draft annual Municipal Performance report in terms of section 47 of the Municipal Systems Act
• Collect, validate and evaluate municipal data and information relating to municipal compliance reports
• Develop and submit recommendations for municipal support, capacity-building initiatives, and appropriate interventions
• Analyse trends in municipal compliance through municipal monitoring and execute follow up research arising from municipal trend reports
• Perform managerial functions
