Job Overview

The Department of Cultural Affairs and Sport, Western Cape Government, is seeking an Assistant Director: Cultural Support. Responsibilities include providing support services for cultural facilities, administrative support, secretariat services to the Western Cape Cultural Commission, operational management, people management, and financial management. Requirements & Qualifications

• An appropriate 3-year tertiary qualification (National Diploma/B-Degree)
• A minimum of 5 years relevant experience
• Knowledge of legislation, regulatory frameworks, policies and best practices bearing on line functions
• Knowledge of information systems for knowledge and information management
• Knowledge of project management, operational management practices, and procurement and tendering processes
• Knowledge of policy development, operational management, monitoring and review processes
• Understanding of public service procedures, processes and systems
• Understanding of regional and local political, economic and social affairs impacting the Western Cape
• Understanding of Constitutional, legal and institutional arrangements governing the South African public sector
• Knowledge of public finance, human resources, and discourse management processes
• Knowledge of the Public Finance Management Act, National and Provincial Treasury Regulations, and financial policies
• Understanding of Labour Relations legislation and regulations
• Understanding of performance management and stakeholder management
• Skills needed: Numeracy, Literacy, Computer Literacy, Language skills, Accounting, Finance, Audit

Key Duties & Responsibilities

• Provide support services for cultural facilities to ensure a safe and enabling environment for cultural programmes and initiatives
• Provide administrative support services to the component
• Provide secretariat services to the Western Cape Cultural Commission
• Perform operational management
• Perform people management
• Perform financial management
