DEPUTY DIRECTOR: PFM DONOR MOBILISATION

Job Overview

The National Treasury in Pretoria is hiring a Deputy Director for PFM Donor Mobilisation within the Office of the Accountant-General. The role requires an NQF level 6 qualification in a relevant discipline (such as Financial Management, Public Administration, or Economics) and at least 4 years of public finance experience, including 2 years at Assistant Director level. Responsibilities include developing capacity building strategies for PFM, internal audit, and risk management, managing donor-funded programmes, stakeholder engagement, and monitoring project effectiveness. Requirements & Qualifications

• Grade 12 certificate
• National Diploma (NQF level 6) in Public Administration, Management, Financial Management, Accounting, Economics, Internal Audit, or Risk Management
• Bachelor’s degree (NQF level 7) in any of the above disciplines is an added advantage
• Minimum of 4 years' experience obtained in public finance management
• Minimum of 2 years' experience at Assistant Director level or equivalent
• Knowledge and experience in managing projects related to capacity building and training on public finance management, internal audit, or risk management
• Experience in the management of donor funded programmes will be an added advantage

Key Duties & Responsibilities

• Contribute towards the development and maintenance of a government wide Capacity Building Strategy for PFM, internal audit and risk management.
• Assist and support the development and maintenance of competency frameworks, occupational profiles and learning frameworks for PFM, internal audit and risk management.
• Support consultative processes in developing strategies and frameworks among relevant stakeholders.
• Contribute towards coordination and harmonization of various PFM, internal audit and risk management related capacity building programmes.
• Prepare periodic narrative progress reports and financial reports in relation to capacity building programmes.
• Contribute towards assessing existing PFM, internal audit and risk management related capacity in the whole of Government.
• Participate in the analysis of capacity assessment results and contribute towards developing appropriate capacity building solutions.
• Support development and maintenance of PFM, internal audit and risk management related qualifications and curricula.
• Monitor implementation of strategies and frameworks and recommend corrective action and improvements.
• Develop and maintain appropriate knowledge management systems.
• Facilitate Stakeholder Engagement Forums through NT Capacity Building Steering Committees, Donor Coordination Forums and Consultation Sessions.
• Engage with other NT Divisions on capacity building initiatives to ensure streamlining and synergies between programmes.
• Support and participate in ongoing consultation with development partners and Government Institutions to address training needs and organisational constraints.
• Support the management of capacity building programmes funded by international and local development partners in line with financial agreements.
• Facilitate the procurement and appointment of service providers for PFM capacity development projects in line with SCM processes.
• Ensure effective financial administration of programmes, monitor and evaluate programme effectiveness.
• Conduct field visits to coordinate and monitor field level processes of project action plans in consultation with stakeholders.
• Contribute towards resource mobilization aimed at PFM, internal audit and risk management related Capacity Building.
