DEPUTY DIRECTOR: MFMA CO-ORDINATION

Job Overview

The Western Cape Government Provincial Treasury is seeking a Deputy Director for MFMA Co-ordination (Ref No: PT 35/2025 R1) with a salary package of R932 292 to R1 098 195 per annum. Requirements include a 3-year B-degree in Financial Management, Accounting or related field, at least 3 years of relevant experience, and a valid driver's licence. Key responsibilities involve promoting MFMA implementation, evaluating in-year monitoring reports, assessing municipal budgets for conformance and sustainability, and managing subdirectorate performance.

Requirements & Qualifications

• An appropriate 3-year B-degree (equivalent or higher qualification) in Financial Management, Financial Accounting or Management Accounting or related qualification
• A minimum of 3 years’ experience in accounting, budget and financial management environment
• A valid (Code B or higher) driving licence (People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply)
• Knowledge of local government legislation including the MFMA, Treasury regulations, accounting principles, and best practices
• Knowledge of Division of Revenue Act (DoRA), local government fiscal framework, and flow of intergovernmental transfers and conditional grants
• Familiarity with budget reform initiatives such as MSCOA, MFMA budget formats, and Local Government Budget and Expenditure Review
• Proficiency in interpreting in-year monitoring (IYM) reports, including TIME and SIME data application
• Knowledge of budget assessment frameworks related to conformance, credibility and sustainability
• Knowledge of financial oversight systems including LG Database, dashboards, and financial modelling platforms
• Knowledge of project management, procurement, and tendering processes within the public finance context
• Knowledge of policy development, implementation, and review in the public sector
• Knowledge of public administration principles including transparency, accountability, and good governance
• Knowledge of audit outcomes, internal controls, and governance practices supporting clean municipal administration
• Knowledge of capacity building and institutional support approaches for improving municipal financial management
• Familiarity with individual and organisational performance management systems
• Awareness of strategic priorities of government and their implications for municipal budgeting and oversight
• Skills in financial analysis and interpretation, budget assessment and oversight, stakeholder engagement, intergovernmental coordination, communication, planning, organising, team leadership, and project management

Key Duties & Responsibilities

• Promote the implementation of the MFMA, strengthen intergovernmental coordination, foster stakeholder engagement and disseminate financial insights to improve municipal conformance and performance
• Evaluate in-year monitoring reports on the implementation of municipal budgets to enhance conformance, accountability, data integrity and efficiency in municipalities
• Assess municipal budgets against the refined framework for conformance, credibility, sustainability and action remedial steps
• Plan and manage the work of and account for the overall performance of the subdirectorate
• Perform financial management duties
