DEPUTY DIRECTOR: FINANCIAL MANAGEMENT

Job Overview

The Department requires a Deputy Director: Financial Management based in Pretoria, Gauteng, with a salary of R932 292 per annum (Level 11, MMS package). Applicants must hold a Grade 12 certificate and an NQF Level 6 qualification in Financial Accounting, Management Accounting, Financial Management, or equivalent, alongside at least three years of junior or middle management experience and a valid driver's licence. Key responsibilities include financial management support, budget coordination, expenditure monitoring, supply chain management oversight, and ensuring compliance with the PFMA and Treasury Regulations. Requirements & Qualifications

• Grade 12 Certificate
• Degree or National Diploma (NQF Level 6) in Financial Accounting / Management Accounting / Financial Management or related equivalent qualification
• Minimum of three (3) years' experience at a junior / middle management level in financial management
• A valid driver's licence
• Knowledge of Public Finance Management Act (PFMA), Treasury Regulations, and related financial legislation
• Knowledge of government budgeting processes and Medium-Term Expenditure Framework (MTEF)
• Knowledge of financial management principles, practices, and procedures, management accounting, and financial reporting standards
• Knowledge of Supply Chain Management (SCM) policies, procedures, and regulations
• Knowledge of asset and inventory management principles, risk management, and internal control frameworks
• Computer literacy including Microsoft Word, Excel, PowerPoint, and Project
• Technical and administrative ability in Basic Accounting System (BAS) and Logistical Information System (LOGIS)
• Willingness to travel

Key Duties & Responsibilities

• Provide effective financial management support and coordinate the preparation and implementation of annual budgets and operational plans
• Monitor budget performance, expenditure trends, and resource utilisation against approved allocations
• Provide financial advice and support to management to facilitate informed decision-making
• Monitor compliance with financial policies, procedures, and applicable legislation
• Prepare and manage monthly, quarterly, and annual financial management reports, ensuring accuracy, completeness, and timeliness
• Coordinate the preparation of annual financial statements, audit processes, and the implementation of audit recommendations
• Implement and maintain appropriate financial management systems and controls
• Monitor project expenditure against approved budgets and support project managers in financial planning and forecasting
• Render supply chain and physical resources management services, including procurement and asset management
• Oversee the processing, verification, and authorisation of payments and ensure suppliers are paid within prescribed timeframes
• Monitor expenditure trends and implement measures to prevent unauthorised, irregular, fruitless, and wasteful expenditure
