DEPUTY DIRECTOR: DEMAND AND ACQUISITION MANAGEMENT

Job Overview

A Deputy Director position for Demand and Acquisition Management is available in Johannesburg within Supply Chain Management (Reference: REFS/056670) with an all-inclusive salary package of R932 292 per annum. Applicants must possess a Matric, an NQF level 7 qualification in Supply Chain Management, and 3 to 5 years of experience at the Assistant Director level. Key responsibilities include managing demand and acquisition operations, overseeing bid committees, compiling procurement plans, and managing sub-directorate staff. Employment Equity targets apply.

Requirements & Qualifications

• A Matric plus an undergraduate qualification (NQF level 7) as recognized by SAQA in Supply Chain Management.
• A minimum of 3 to 5 years of experience at Assistant Director level within an SCM environment.
• Knowledge of all Public Service prescripts applicable to the role and the Department's mandate.
• Knowledge of performance management frameworks applicable in the Public Service and proven strategies in performance improvement.
• Competencies in Strategic Capability and Leadership, People Management and empowerment, Programme and Project Management, Financial Management, and Change Management.
• Problem solving and analysis, client orientation, customer focus, service delivery innovation, honesty, and integrity.
• Good written and verbal communication skills, self-motivation, ability to work under pressure, good interpersonal skills, and reliability.

Key Duties & Responsibilities

• Manage the functional operation of Demand and Acquisition Management.
• Manage, design, and develop demand and acquisition management policies, processes, and procedures.
• Compile procurement plan and obtain approval.
• Set up Bid Evaluation, Bid Adjudication, and Bid Specification Committees and render SCM advisory services to the relevant committees.
• Oversee the appointment of bid committee members and compile tender/quotation specifications.
• Oversee the bidding process, including compilation, advertisement, publishing, receipt, and processing of bid documents.
• Monitor the database of approved suppliers.
• Oversee the coordination, compilation, and submission of information for audit purposes.
• Compile reports and oversee reporting on the execution of the procurement plan and related SCM administrative reports.
• Manage the sub-directorate, establish and maintain communication arrangements, and develop and manage the operational plan of the unit.
